【摘要】：中国在非洲的出现是当代政治领域中最具争议的话题之一,它给亚洲和非洲带来巨大的影响,并逐步改变着世界格局。中国近三十年的发展对国际关系有着深刻的影响并改变了其原有的性质。中非关系的核心问题,是中国是否主要对确保获取与囤积非洲丰富但有限的自然资源,从而成为一个新的殖民强权;还是对非洲自西方殖民时代以来长期忽视的基础设施建设、贫困陷阱与边缘化,从而为非洲提供了一个可以信赖的解决方案。学者与非洲政策的制订者们当中存在明显分歧,而财政数字缺乏透明度、保密性以及无意遵守发展援助委员会、世界银行和其他传统援助机构的相关规定等方面的问题,更使得这种分歧持续不断。中国的不干涉政策也经常招致猛烈批评,不少人将其视为中国只顾自己的利益而资助非洲流氓政府而赋予其全权委托,而一些非洲的决策者则认为中国直接或间接地导致非洲的去工业化。本文试图评价这些关于中国在非洲的存在所持的赞成或反对的看法,指出中非关系不应该基于一般论者错置的假设,而应该从历史起源的角度予以分析。中非之间的联合关系在中国成为迅猛增长的经济体之前已经开始。将中国在非洲的存在仅仅视为为其工业基础提供能源的流行观点忽视了中非关系的基石。从中国与非洲而不是西方的视角,本文发现中国与非洲各国政府锻造的不可分割、日益紧密的联结,其背后的驱动力量是双方不容否认的相互需求,即各自对可以承担得起的商品与技术,以及现代化对原料与资本的需求。本文并具体研究中非之间的援助,贸易和共同发展问题,提出了一些针对在非洲大地上中非合作带来的政治和自然环境的影响建议采取的一些切实可行的办法。南南合作需要表达南南自身的立场,而不是听命于南南合作框架之外的其他敌对声音。
