【摘要】:强化基层文化建设的有效传播力,首先,要在文化制度上明确基层文化体制对信息传播的作用,有序推进基础性公共文化体系建设;其次,要增强农村民众对文化活动的参与和对文化事务创新的力度,鼓励他们积极表达对新的文化需求的意愿;再次,要处理好基层文化与市场的关系。基层文化事业更具有公益性,政府要彰显对新农村文化建设的关注,保障在体制上构建公共文化的基础性的环境。服务大众,是基层文化建设的要义与责任。基层文化的建设与发展,需要基层政府、农村民众和整个农村社会的多方面探索,只有多方通力合作,才能走出一条适合基层农村文化发展的道路。
[Abstract]:To strengthen the effective communication power of grass-roots cultural construction, first of all, it is necessary to clarify the role of grass-roots cultural system in information dissemination and to promote the construction of basic public cultural system in an orderly manner. Secondly, we should strengthen rural people's participation in cultural activities and innovation in cultural affairs, and encourage them to actively express their willingness to the new cultural needs; Third, to deal with the relationship between grass-roots culture and the market. Grassroots cultural undertakings are more public welfare, the government should highlight the new rural cultural construction of concern. Ensuring the basic environment of constructing public culture in the system and serving the public is the key and responsibility of the construction of grass-roots culture. The construction and development of grass-roots culture needs the grass-roots government. Rural people and the whole rural society in many aspects of exploration, only multi-party cooperation, can we find a road suitable for the development of grass-roots rural culture.
