新农村文化建设中存在的问题及对策研究

【摘要】：新农村文化建设既是社会主义新农村建设的重要内容,又是社会主义新农村建设的重要条件。推动社会主义文化大发展大繁荣也离不开新农村文化的繁荣与发展。本文对新农村文化建设的内涵和政策依据进行了概述,进而在调查研究的基础上指出了新农村文化建设中依然存在的问题并分析了原因,最后提出了新农村文化建设的对策。本文正文共分三个部分：第一部分是新农村文化建设的内涵和政策依据。本文认为新农村文化建设的内涵是：把构建公共文化服务体系作为基础、把激发农民的文化自觉性作为主体,包括设施、制度、服务、产业等在内的全方位、立体的乡村文化形态的建设。从党的十六大到党的十八届三中全会的会议精神都为新农村文化建设提供了政策依据。第二部分是新农村文化建设中存在的问题及原因分析。本文在调查研究的基础上,认为当前农村文化建设中主要存在以下几个方面的问题：农村文化基础设施落后、农村优秀文化资源相对贫乏、农民的文化消费能力和文化欣赏水平较低以及农村文化建设的专业人才缺乏。新农村文化建设中存在的问题的原因是：首先,基层干部不重视文化建设。其次,农民群众的文化消费观念落后。再次,农村文化建设的领导与管理存在缺陷。第三部分是新农村文化建设的对策。继续推进新农村文化建设又好又快发展,需要提高认识,下大力气从多方面着手：第一,加强新农村文化基础设施建设。第二,进一步完善农村文化建设的领导与管理。第三,培育文化人才和提高农民素质。
[Abstract]:The construction of new rural culture is an important part of the construction of new socialist countryside. The main problems in the construction of rural culture are as follows: the rural cultural infrastructure is backward and the rural excellent cultural resources are relatively poor. Farmers' cultural consumption ability and cultural appreciation level is low and the rural cultural construction professionals are lack. The reasons for the problems in the new rural cultural construction are: first, grass-roots cadres do not attach importance to cultural construction. Secondly. Thirdly, the leadership and management of the rural cultural construction are flawed. The third part is the countermeasures of the new rural cultural construction. Continue to promote the new rural cultural construction is good and rapid development. Need to raise awareness, make great efforts to start from many aspects: first, strengthen the new rural cultural infrastructure construction; second, further improve the leadership and management of rural cultural construction.
