陕西建设公共文化服务体系的财政政策研究

【摘要】：公共文化服务体系主要是指为了满足公民的基本文化需求，由政府部门和相关公共部门来提供公民文化产品和服务的制度和系统的总和。构建公共文化服务体系是现代服务型政府的基本职责，对推进社会主义公共文化建设、传承中华民族历史文化、繁荣社会主义先进文化、维护公民文化权利和满足城乡居民日益增长的精神文化需求、提升全民族道德文化素质、促进国际文化交流、构建创新型国家都具有重大作用。科学完善的财政政策体系对公共文化服务体系的可持续发展具有重大推动作用。本文从公共文化服务体系的概念研究出发，阐述公共文化服务体系建设过程中公共财政投入保障机制研究的理论意义和创新观点，并以陕西省为例，分析陕西公共文化服务体系建设目前的财政保障现状，从国内外经验说明，受传统计划体制下财政惯性以及陕西整体财力状况等因素影响，加大公共文化服务体系财政投入、完善社会多元文化治理、规范文化财政政策法规等仍是财政政策努力的方向。从目前来看，陕西省公共文化建设中财政投入存在的问题主要有：财政投入总量较少、投入主体与投入方式单一、缺乏稳定的财政投入保障机制等。他山之石，可以攻玉。通过对美国、英国、法国等发达国家公共文化建设的财政保障政策的深入分析，取之精华去之糟粕，结合中国和陕西省目前的财政状况和文化建设现状，，形成了陕西省公共文化服务体系建设的财政政策经验。构建一个系统化、协调化、动态化的陕西公共文化服务体系建设的财政政策体系，形成陕西省公共文化投入的长效机制、科学结构和明确规范，并进一步扩大公共文化服务投入主体范围，形成“政府主导、社会主管、公民参与”的公共文化服务体系建设良性财政体系财政供给格局，以求逐步改变陕西省政府一手办文化的现象，提升政府文化治理的效能。
[Abstract]:Public cultural service system is mainly to meet the basic cultural needs of citizens. It is the basic duty of the modern service-oriented government to construct the public cultural service system. To promote the construction of socialist public culture, to inherit the historical culture of the Chinese nation, to prosper the advanced socialist culture, to safeguard the cultural rights of citizens and to meet the growing spiritual and cultural needs of urban and rural residents. It plays an important role in improving the moral and cultural quality of the whole nation, promoting international cultural exchange and building an innovative country. The scientific and perfect fiscal policy system plays an important role in promoting the sustainable development of the public cultural service system. This paper starts from the concept of the public cultural service system. This paper expounds the theoretical significance and innovative viewpoints of the research on the public financial input guarantee mechanism in the process of the construction of public cultural service system, and takes Shaanxi Province as an example to analyze the present financial security situation of the public cultural service system construction in Shaanxi Province. From the experience at home and abroad, due to the traditional planning system under the financial inertia and Shaanxi overall financial situation and other factors, increase the public cultural service system financial input, improve social multicultural governance. Standardizing cultural financial policies and regulations is still the direction of fiscal policy efforts. From the current point of view, the problems of financial input in public cultural construction in Shaanxi Province are mainly as follows: the total amount of financial investment is relatively small. The input subject and the input way are single, the lack of stable financial investment guarantee mechanism and so on. Other mountain stone, can attack the jade. France and other developed countries in public cultural construction of financial security policy in-depth analysis, take the essence of the dross, combined with China and Shaanxi Province's current financial situation and cultural construction status. It has formed the fiscal policy experience of the public cultural service system construction in Shaanxi Province, and set up a systematic, coordinated and dynamic fiscal policy system of Shaanxi public cultural service system construction. Form a long-term mechanism of public cultural input in Shaanxi Province, scientific structure and clear norms, and further expand the scope of public cultural services input, forming "government-led, social supervisor." The construction of the public cultural service system of citizen participation in order to gradually change the phenomenon of the Shaanxi Provincial Government to run the culture and improve the efficiency of the government's cultural governance in order to gradually change the financial supply pattern of the benign financial system.
