“三孔”世界文化遗产管理研究

【摘要】：曲阜是中国伟大的思想家、教育家、儒家文化创始人孔子的故里。曲阜孔庙、孔府、孔林,并称“三孔”,是后世人们祭祀孔子的场所,也是传承中华优秀传统文化的重要载体。自1994年12月“三孔”被联合国教科文组织列入世界文化遗产名录以来,“三孔”的管理机制持续创新,保护状况稳步改善,经济效益和社会效益日益凸显。但是与此同时,“三孔”保护和利用之间的矛盾也日益显现,例如过度开放、游客超载给“三孔”的文物本体带来损害,“三孔”周边的过度商业化、城镇化也使“三孔”世界文化遗产的真实性和完整性遭到破坏等等。如何看待并妥善处理好世界文化遗产的有效保护与合理利用之间的矛盾,是目前世界文化遗产管理机构面临的最重要的任务。本文以公共管理学中的公共产品理论、新公共管理理论和公共治理理论为理论基础,通过借鉴国内外世界文化遗产管理的研究成果,细致分析了“三孔”管理工作中存在的问题,即行政管理体系不顺畅、法律法规保障滞后、专业人才缺乏、保护和利用方式落后、资金投入不足、社会参与度低。本文针对这些问题从政府和社会两方面提出了对策,即坚持政府主导地位:理顺行政管理体系,完善文化遗产领域的相关法律法规,加强保护管理队伍建设,提升文物科技管理能力,多渠道增加保护资金投入;健全社会参与遗产管理的措施:加强宣传和遗产教育,关注社区利益,鼓励企业参与,鼓励非营利组织参与保护,成立专家委员会,考虑孔氏后裔群体的参与等。本文希望通过构建政府主导、社会参与的多元主体共同治理的世界文化遗产管理体系来实现“三孔”的有效保护和可持续利用。

Since December 1994, "three" was inscribed on the world heritage list by UNESCO. But at the same time, the contradiction between protection and utilization of the three "has become more prominent, such as excessive openness, tourist overload to bring damage to the" heritage body three "," three "surrounding the excessive commercialization urbanization, also make the" three "world cultural heritage's authenticity and integrity of the destruction and so on. How to treat and properly handle the effective protection of the world cultural heritage The contradiction between the protection and rational use, is the most important task at present, the administrative body of the world cultural heritage is facing. This paper uses the theory of public goods in public management, new public management theory and public governance theory as the theoretical basis, through the domestic research results of world cultural heritage management, a detailed analysis of the problems of "three" in the management of the administrative management system is not smooth, protection of the laws and regulations lag, lack of professional personnel, protection and utilization of the way backward, insufficient capital investment, the low degree of social participation. Aiming at these problems from two aspects of government and society and puts forward some countermeasures, which adhere to the leading position of the government: administrative management system, improve the relevant laws and regulations in the field of cultural heritage protection, strengthen the construction of management team, enhance the cultural and technological management ability, increase the protection investment channels and improve social participation; Heritage management measures: strengthen the propaganda and education heritage, concerned about the interests of the community, to encourage enterprises to participate in, to encourage non profit organizations in the protection, the establishment of the Committee of experts, considering the Confucius descendants groups participation. This paper hopes to build a government led, social participation of pluralistic governance cultural heritage management system in the world to achieve sustainable and the effective protection of three ".
