【摘要】：近年来,在经济不断发展,人民生活水平不断提高的时代背景下,实现公共文化服务均等化,促进公共文化服务大发展,成为党和政府重点强调的发展目标之一。公共文化服务均等化受到广大民众、学者和政府的极大关注。吉林省作为地处东北三省经济发展中心区域,处于“一带一路”发展战略中的重要发展区,地理位置复杂、人口众多、社会结构丰富、东中西部经济发展水平差异大,公共文化服务均等化在我国东北地区具有典型性,有极大的研究空间,对十三五规划后的东三省其他地区在促进公共文化发展均等化方面具有很大的借鉴意义。本文通过借鉴已研究的公共文化服务均等化指标体系并结合吉林省具体情况,建立了适合研究吉林省公共文化服务均等化的指标体系。首先通过调查问卷的形式,进行数据收集,从而得出指标体系中政府投入、公共文化设施、人才建设、文化消费等四大类指标中具体指标的权重,再通过对吉林省相关数据进行整理、综合分析,并通过变异系数法对数据进行运算得出在具体某个指标方面吉林省各区域公共文化服务均等化的差异。然后,结合吉林省现状分析说明吉林省在公共文化服务均等化方面差异明显,还需要进一步的改善。为了能够提出有效的完善吉林省公共文化服务均等化的途径,本文提出了相应的对策建议:加大财政支持力度,保障文化经费投入;优化基础设施配置,构建信息化网络体系;注重公共文化人才队伍的整体素质优化;转变政府施政理念,强化公共文化服务意识;构建绩效评估体系,严格执行问责制度。
[Abstract]:In recent years, under the background of the continuous development of economy and the continuous improvement of people's living standard, the public cultural services are equalized, and the great development of public cultural services is promoted. The equalization of public cultural services has received great attention from the public, scholars and the government. Jilin Province is located in the economic development center of the three Northeast provinces. In the "Belt and Road" development strategy, an important development area, the geographical location is complex, the population is large, the social structure is rich, and the level of economic development in the east, west, west and west is very different. The equalization of public cultural services in Northeast China is typical and has great research space. It is of great significance in promoting the equalization of the development of public culture in other areas of the Eastern three provinces after the 13th Five-Year Plan. This paper draws lessons from the index system of equalization of public cultural services studied in Jilin Province and combines with the concrete situation of Jilin Province. The situation. Set up an index system suitable for the study of the equalization of public cultural services in Jilin Province. Firstly, through the form of questionnaire, data collection, so as to get the index system of government investment, public cultural facilities, talent construction. Cultural consumption and other four categories of indicators of the weight of specific indicators, and then through the relevant data in Jilin Province collated, comprehensive analysis. And through the coefficient of variation method to calculate the data in a specific index of Jilin Province in terms of regional public cultural services equalization difference. Then. The analysis of Jilin Province shows that Jilin Province has obvious differences in the equalization of public cultural services, and needs further improvement. In order to be able to put forward effective ways to improve the equalization of public cultural services in Jilin Province. This paper puts forward the corresponding countermeasures and suggestions: increase the financial support and ensure the investment of cultural funds; Optimizing infrastructure configuration and constructing information network system; Pay attention to the overall quality optimization of public cultural talents; To change the concept of government administration and strengthen the consciousness of public cultural service; Build a performance evaluation system and strictly enforce the accountability system.
