长春市社会力量参与公共文化服务研究

【摘要】：近年来，随着公共文化服务的发展，国家对于引导社会力量参与的思路逐年明晰，逐步认识到社会力量是新形势下公共文化服务建设的重要依靠力量。同时，蓬勃发展的公共文化事业正在吸引着越来越多的社会力量的普遍关注。然而，，公共文化服务领域“政府失灵”和“市场失灵”并存的现象，极大地压缩了社会力量参与的空间。本文从社会力量参与公共文化服务这一具体领域出发，梳理了党和政府的认识脉络，借鉴了国内外研究成果，从理论层面和实践两个层面进行了研究。在根据实践经验科学界定基本内涵，剖析基本特征的基础上，按照有利于调动更广泛的社会力量、有利于提高长春市公共文化服务水平的原则，总结了长春市社会力量参与公共文化服务的现状，概括了运行机制、归纳了具体模式，分析了存在的主要问题，并提出了对策和建议。
[Abstract]:In recent years, with the development of public cultural services, the national thinking on guiding the participation of social forces has become clear year by year, gradually recognizing that social forces are the important reliance forces in the construction of public cultural services under the new situation. At the same time, The vigorous development of public cultural undertakings is attracting more and more attention from social forces. However, the coexistence of "government failure" and "market failure" in the field of public cultural services has greatly reduced the space for social forces to participate. Based on the participation of social forces in the specific field of public cultural services, this paper combs the cognitive context of the Party and the government, and draws lessons from domestic and foreign research results. On the basis of defining the basic connotation scientifically according to the practical experience and analyzing the basic characteristics, the author has carried on the research from the theory level and the practice level, according to the benefit of mobilizing the broader social force, This paper summarizes the current situation of Changchun social forces' participation in public cultural service, summarizes the operating mechanism, summarizes the concrete models, and analyzes the main problems. The countermeasures and suggestions are put forward.
