【摘要】：道外历史文化街区作为哈尔滨城市记忆保存完整、丰富的区域,是珍贵的文化遗产和不可再生资源,实现对其有效的保护与合理的旅游开发是延续城市历史文脉和增强城市活力的有效途径。本文在对历史文化街区的相关概念进行阐述的基础上,通过对可持续发展理论、遗产旅游理论和有机更新理论的解读,结合哈尔滨市道外历史文化街区的兴起和发展,以及近代历史对其的影响,展开了对哈尔滨市道外历史文化街区的实地考察。通过考察其建筑景观、商市风貌、民俗留存的保护与旅游开发现状,分析街区所具有的历史文化价值和旅游经济价值,发现了该区域在保护与旅游开发过程中存在着多重开发、建筑毁坏、环境破坏、规划不完善、产品单一、投资主体不明确、功能分区缺乏多样性等问题。针对发现的问题,运用历史文化街区保护与旅游开发的有效原则,总结适合哈尔滨市道外历史文化街区保护与旅游开发的三种模式——“原真再现修复模式”、“风貌型改造模式”及“外貌修复功能改造模式”,并提出了融入特色文化的整体式开发、小规模渐进式开发、坚持有机更新理论原则的改造、重点发展文化产业等具体对策,旨在促进哈尔滨市道外历史文化街区的可持续发展,能够成为延续城市历史文脉和提升城市魅力的宝贵资源。
[Abstract]:As an integrated and rich area of Harbin's urban memory, the historical and cultural district outside Taoism is a precious cultural heritage and non-renewable resource. To realize the effective protection and reasonable tourism development is an effective way to continue the historical context of the city and enhance the vitality of the city. Based on the related concepts of the historical and cultural district, this paper discusses the theory of sustainable development. The interpretation of the theory of heritage tourism and the theory of organic renewal, combined with the rise and development of the historic and cultural blocks outside the road of Harbin, as well as the influence of modern history on it, The field investigation of the historic and cultural district outside the road of Harbin is carried out. Through the investigation of the architectural landscape, the appearance of the commercial market, the protection of folk customs and the present situation of tourism development, the historical and cultural value and the tourism economic value of the block are analyzed. It is found that there are many problems in the process of protection and tourism development in this area, such as multiple development, building destruction, environmental damage, imperfect planning, single product, unclear investment subject, lack of diversity of functional zoning, and so on. Using the effective principles of historical and cultural district protection and tourism development, This paper summarizes three kinds of models suitable for the protection and tourism development of the historic and cultural blocks outside the road in Harbin, which are "original true reappearance restoration mode", "stylistic reconstruction mode" and "appearance restoration function transformation mode", and puts forward the integral development of integration of characteristic culture. In order to promote the sustainable development of the historic and cultural district outside Harbin, the small scale progressive development, the reform of the principle of organic renewal theory and the emphasis on the development of cultural industry are the main measures to promote the sustainable development of the historic and cultural district outside Harbin. It can become a valuable resource to extend the historical context of the city and enhance the charm of the city.
