超越结构性失灵:农村公共文化服务供给侧改革研究

【摘要】：我国构建现代公共文化服务体系的难点在农村,而农村公共文化服务革新的重点在供给侧。目前农村公共文化服务因不能适应需求要素多样性、需求结构整体性、需求满足便捷性的新要求而暴露出供给内容同质化、供给主体碎片化、供给方式单调化等供给侧结构性失灵问题。这种结构性失灵只能通过供给侧改革来解决,应以"自治+他治"促进农村公共文化服务治理现代化;构建整体性政府,塑造主体间伙伴关系;线下与线上供给互补优化,推进农村"互联网+"环境下的公共文化服务。
[Abstract]:The difficulty of constructing modern public cultural service system in China lies in the countryside, while the emphasis of rural public cultural service innovation is on the supply-side. At present, the rural public cultural service cannot adapt to the diversity of demand elements, and the demand structure is holistic. The demand meets the new requirement of convenience, which exposes the supply-side structural failure problems, such as the homogeneity of supply content, fragmentation of supply main body, monotony of supply mode, etc. This structural failure can only be solved through supply-side reform. It is necessary to promote the modernization of rural public cultural service governance by "autonomous governance", to construct a holistic government, to shape the partnership between subjects, to optimize offline and online supply, and to promote public cultural services under the "Internet" environment in rural areas.
