【摘要】：公共文化服务是以政府为主导的公共服务内容,政府在公共文化服务领域的投入对推动公共文化服务体系的发展至关重要。自国家公共文化服务体系示范区创建工作开展以来,总体而言取得了显著成绩,但在供给方面还存在着问题和不足,对公共文化服务体系建设的成效和进程产生负面影响。因此,如何通过政策、技术等手段提高我国公共文化服务供给的效率,以改善等量投入的产出效果,对于实现“基本建成公共文化服务体系”和文化大发展大繁荣目标,有着不可忽视的意义。研究的主要目的在于系统梳理公共文化服务供给效率评估的研究文献,总结分析评估供给效率的指标体系构建规律,形成一套行之有效、具有可靠数据来源的投入—产出评估指标体系,基于此选取适合公共文化供给单位的DEA评估模型对我国31个省(自治区、直辖市)的地方政府公共文化服务供给效率进行测评核算。然后对地方政府公共文化服务供给效率的环境变量进行识别,从人均GDP、受教育程度、人口密度和文化事业费占财政支出比重等4个方面说明环境变量可能对公共文化服务供给效率产生的影响,根据已得到的核算结果结合各地区公共文化服务供给工作的实际开展情况,基于Tobit模型建立两者的回归方程,计算得出各假设影响因素的相关系数,从而验证确定地方政府公共文化服务供给效率的核心影响因素。最后基于供给效率评估框架提出针对性的政策建议,旨在促进公共文化服务供给效率的提高和文化事业的发展,使人民群众享受到高质、高效、高满意度的公共文化服务。
[Abstract]:Public cultural service is the content of public service dominated by the government. Government input in the field of public cultural service is very important to promote the development of public cultural service system. Overall, significant achievements have been made, but there are still problems and deficiencies in the supply side, which have a negative impact on the effectiveness and progress of the construction of the public cultural service system. Therefore, how to adopt policies, It is of great significance to improve the efficiency of public cultural service supply and to improve the output effect of the same input in order to realize the goal of "building the public cultural service system basically" and the cultural development and prosperity. The main purpose of the study is to systematically comb the literature on the evaluation of the efficiency of supply of public cultural services, summarize and analyze the rules of constructing the index system for evaluating the efficiency of supply, and form a set of effective. Based on the input-output evaluation index system with reliable data sources, the DEA evaluation model suitable for public cultural supply units is selected for 31 provinces (autonomous regions) in China. The local government's public cultural service supply efficiency is evaluated and calculated. Then the environmental variables of the local government's public cultural service supply efficiency are identified, from the per capita GDP, the education level, Four aspects, population density and the proportion of cultural expenses to financial expenditure, illustrate the possible impact of environmental variables on the efficiency of public cultural services supply. According to the results obtained and the actual situation of the supply of public cultural services in various regions, the regression equations of the two are established based on the Tobit model, and the correlation coefficients of the hypothetical influencing factors are calculated. Finally, based on the evaluation framework of supply efficiency, the paper puts forward targeted policy recommendations to promote the efficiency of public cultural services supply and the development of cultural undertakings.
