基于公共文化服务体系的图书馆联盟建设研究

【摘要】：公共文化服务体系是政府公共服务的重要内容，是在政府加强公共服务职能的背景下提出的，其目的在于满足人民群众基本文化需求、保障人民群众基本文化权益。图书馆联盟是以信息资源共建共享为目的，，最大限度的满足人民群众日益增长的信息需求的一种有效形式，在公共文化服务体系建设中具有更大服务优势。如何加强图书馆联盟建设，发挥其服务功能为公共文化服务体系建设服务是论文研究的主要内容。 全文共分为6部分内容，除结语外，正文分为5章。论文首先从《文化部“十二五”时期公共文化服务体系建设实施纲要》入手，在分析公共文化服务体系建设目的、特点及原则的基础上，从组织、资源、服务三个方面，论述图书馆联盟在公共文化服务体系建设中的定位，并具体分析公共文化服务体系和图书馆联盟二者之间的相互作用关系。通过调查我国图书馆联盟建设现状，指出图书馆联盟在公共文化服务体系建设中存在总体数量较少、服务内容及形式单一、网络共享平台建设有待加强、服务保障措施有待增强等问题，并在此基础上提出相应的建设对策。
[Abstract]:The public cultural service system is an important content of the government public service, which is put forward under the background of the government strengthening the public service function. Its purpose is to meet the basic cultural needs of the people. To protect the basic cultural rights and interests of the masses. The library alliance is an effective form of meeting the increasing information needs of the people to the maximum extent, aiming at the co-construction and sharing of information resources. How to strengthen the construction of library alliance and how to give full play to its service function for the construction of public cultural service system is the main content of this paper. The text is divided into six parts, except the conclusion, the text is divided into five chapters. Firstly, the paper starts with the outline of the construction of the public cultural service system in the "Twelfth Five-Year Plan" period of the Ministry of Culture, and analyzes the purpose of the construction of the public cultural service system. On the basis of characteristics and principles, this paper discusses the orientation of library alliance in the construction of public cultural service system from three aspects: organization, resources and service. By investigating the present situation of library alliance construction in China, the author points out that the total number of library alliance in the construction of public cultural service system is relatively small. The service content and form are single, the construction of network sharing platform needs to be strengthened, the service guarantee measures need to be strengthened, and the corresponding construction countermeasures are put forward.
