提升我国文化软实力及对策研究

【摘要】：上世纪90年代,约瑟夫·奈首先提出了"软实力"一词,软实力概念后来传入我国,形成了独具特色的中国文化软实力概念。中共十七大将文化软实力正式写进我国官方文件。中共十八大明确提出要提升国家文化软实力,并将文化软实力建设置于政治、经济、社会、生态建设于一体。软实力与硬实力相对应而存在,二者共同构成了一国的综合国力。在提升本国硬实力的同时,提升本国的软实力对一国的发展尤为重要。软实力是一种能力,它是通过吸引力而非威逼或利诱的手段达到目的,这种吸引力来自一国的文化、政治价值观和外交政策等,笔者通过对国外软实力观及我国文化软实力相关文献的查阅和研究,细化了文化软实力理论,本文着重从思想意识层面、制度层面、外交层面对我国文化软实力进行了研究,重点突出了我国文化软实力在发展中遇到的问题及对策。本文共分六个部分,第一部分阐述了我国文化软实力的研究背景、意义、国内外研究现状、研究方法、创新与不足之处;第二部分阐述了文化软实力的内涵、文化软实力研究范畴的对应关系;第三部分阐释了我国文化软实力的发展成就和意义;第四部分研究了我国文化软实力在思想观念层面、制度层面、外交层面研究的主要内容;第五部分研究了我国文化软实力在思想观念层面、制度层面、外交层面发展中遇到的问题;第六部分针对我国文化软实力在这几个层面发展中遇到的问题,提出了提升我国文化软实力的几点对策。在当前激烈的国际竞争中,文化软实力在综合国力中的地位日益重要,各国越来越重视文化软实力对外的感召力,对内的凝聚力。提升国家文化软力,关系到我国在世界文化格局中的定位,关系到我国的国际地位和国际影响力,对于我国建设社会主义文化强国具有特殊而重要的意义。同时,提升文化软实力,也是贯彻科学发展观的要求,是实现中华民族伟大复兴中国梦的重要方式。
[Abstract]:In the 1990s, Joseph Nye first put forward the term "soft power". The concept of soft power was introduced into China and formed a unique concept of soft power in Chinese culture.The 17th National Congress of the Communist Party of China formally wrote the soft power of culture into the official documents of our country.The 18th National Congress of the Communist Party of China clearly proposed to promote the national cultural soft power and put the construction of cultural soft power in the political, economic, social and ecological construction in one.Soft power and hard power exist, both constitute a country's comprehensive national strength.At the same time, it is very important for a country to enhance its soft power.Soft power is the ability to achieve an end by means of attraction, not coercion or inducement, which comes from a country's culture, political values, foreign policy, etc.Through the reference and study of the foreign view of soft power and the literature related to our country's cultural soft power, the author refines the theory of cultural soft power. This paper focuses on the study of our country's cultural soft power from the ideological level, the system level and the diplomatic level.Emphasis is placed on the problems and countermeasures encountered in the development of cultural soft power in China.This paper is divided into six parts, the first part describes the research background, significance, domestic and foreign research status, research methods, innovation and deficiencies; the second part describes the connotation of cultural soft power.The third part explains the achievements and significance of the development of the cultural soft power in our country, the fourth part studies the main contents of the study of the cultural soft power in the ideological level, the system level and the diplomatic level.The fifth part studies the problems encountered in the development of China's cultural soft power at the ideological level, the system level, and the diplomatic level, and the sixth part focuses on the problems encountered in the development of China's cultural soft power at these levels.This paper puts forward some countermeasures to enhance the soft power of Chinese culture.In the current fierce international competition, cultural soft power plays an increasingly important role in the overall national strength, and countries pay more and more attention to the external appeal of cultural soft power and the cohesion within.To promote the soft force of national culture is related to the orientation of our country in the world cultural pattern, the international status and international influence of our country, and it is of special and important significance for our country to build a socialist cultural power.At the same time, enhancing the soft power of culture is also the requirement of carrying out the scientific development view and the important way to realize the great rejuvenation of Chinese Dream of the Chinese nation.
