双流县农村文化建设现状和对策研究

【摘要】：农业是关系改革发展、社会稳定和经济健康发展的战略性问题。从2002年开始,中央每年的“一号文件”都锁定农民、农村和农业为主题的三农问题,这说明党中央国务院已经将三农问题当成施政的重点工作来开展。我国是全世界最大的农业国,70%以上的人口为农业人口。当前农业发展还滞后于经济增长的发展要求。十七届六中全会将会议议题确定为大力振兴我国文化产业,促进文化产业大发展大繁荣,十八大报告中明确提出大力加强农村文化建设,用先进的文化为农村经济的发展注入动力。文章在对国内外农业文化建设方面的相关文献进行分析的前提下,从双流县文化职能部门履职情况和农民群体两个方面对双流县的农村文化建设情况进行调查。经过在调查研究后,发现双流县的农村文化建设有以下几方面的问题：思想上对农村文化建设不够重视、农村公共文化资金投入不足、政府文化部门未能很好的履行领导文化建设的职能、文化专业人才队伍匮乏。文章最后在吸取了其他地区农村文化建设经验的基础上,提出了双流县加强农村文化建设的对策建议：转变政府文化部门履行文化建设的职能,政府在做公共财政预算时,将资金适度向农村文化建设倾斜,加强农村文化队伍建设,提高农村文化工作人员的素质,利用看市场机制促进农村文化产业化发展。
[Abstract]:Agriculture is a strategic issue related to reform and development, social stability and healthy economic development. Since 2002, the "No. 1 document" of the CPC Central Committee has focused on the issues of farmers, rural areas and agriculture, which shows that the State Council of the CPC Central Committee has taken the issue of agriculture, rural areas and farmers as the key work of administration. China is the largest agricultural country in the world, more than 70% of the population is the agricultural population. Current agricultural development still lags behind the development requirement of economic growth. The sixth Plenary session of the 17th CPC Central Committee set the topic of the meeting as vigorously revitalizing China's cultural industry and promoting the great development and prosperity of the cultural industry.In the report of the 18th National Congress of the Communist Party of China, it was clearly proposed to vigorously strengthen rural cultural construction. Use advanced culture to inject power into the development of rural economy. On the premise of analyzing the related documents of agricultural cultural construction at home and abroad, this paper investigates the situation of rural cultural construction in Shuangliu County from two aspects: the performance of the cultural functions in Shuangliu County and the farmers' groups. After investigation and research, it is found that the construction of rural culture in Shuangliu County has the following problems: not enough attention has been paid to the construction of rural culture, and the investment of rural public cultural funds is insufficient. The government culture department failed to perform the function of leading cultural construction well. Finally, on the basis of absorbing the experience of rural cultural construction in other regions, the paper puts forward the countermeasures and suggestions for strengthening the rural cultural construction in Shuangliu County: changing the function of the cultural department of the government to perform the cultural construction, and when the government makes the public financial budget, The fund should be inclined to the rural culture construction, strengthen the construction of the rural culture team, improve the quality of the rural cultural staff, and promote the industrialization of the rural culture by using the market looking mechanism.
