江苏省文化产业质效研究

【摘要】：在经济结构转型升级需求越来越迫切的背景下,提高经济质量和效率已是迫在眉睫,提升产业质量和效率已成为区域经济发展的关键。而文化产业作为市场前景广阔的绿色产业,已成为经济新常态下区域经济战略性调整的承载产业;大力发展文化产业,不仅有利于创造高层次精神文化需求来促进消费结构升级,还有利于依靠其扩散效应来增加相关产业附加值,有助于提质增效经济改革方案的顺利实施。江苏省具备发展文化产业的优势,颁布了多项鼓励政策,已取得有目共睹的成果;2015年,江苏文化产业增加值全国第二,发展指数全国第三,生产力指数全国第一,已发展成江苏经济的支柱性产业。江苏文化产业在快速发展中也暴露出一些亟待解决的问题,例如增速放缓、产业质量不高、资金投向不清、资源配置缺少科学依据等;因此,需要运用多种理论分析工具研究江苏文化产业质量和产业效率,并以测算的结果作为凭据商讨进一步提升文化产业质效水平的措施。本文从文化产业、产业质量和产业效率三个角度对现有研究成果进行了梳理,运用统计分析方法来了解江苏文化产业现状,借鉴产业经济学、质量管理学等理论,详细阐述文化产业质量和产业效率的内涵以及延伸出来的四大产业质量属性和两大产业效率属性;运用定性和定量相结合的方法构建符合江苏实际的文化产业质量评价模型,对文化产业质量进行测评;依据随机前沿理论构建江苏文化产业生产函数模型,规范地确定生产函数形式,逐层分析文化产业效率;并运用折线图、四象限分析法、相关系性分析和回归分析四种方法揭示文化产业质量与产业效率之间的关系。通过研究发现:(1)江苏文化产品制造类行业产业质量较高,创意和设计类行业产业效率较高,广播电视影视服务和文化艺术服务的产业质量和产业效率排名都垫底;(2)江苏文化产业综合质量和整体产业效率并不高;(3)产业质量和产业效率存在内在联系,产业效率的提高能促进产业质量的提升。最后,基于测评结果,从高效配置资源、强化产业治理、壮大优势行业和精准扶植弱势行业、产业融合发展四个方面提出了八项建议,有利于进一步提高江苏文化产业质效水平,为文化产业政策的调整提供了有益参考。
[Abstract]:In the background of the increasing demand for the transformation and upgrading of economic structure, improving the quality and efficiency of the economy is imminent. The key to the development of the regional economy is to improve the quality and efficiency of the industry. As a green industry with a broad market prospect, the cultural industry has become the bearing industry of the strategic adjustment of the regional economy under the new economy. The development of cultural industry is not only conducive to the creation of high-level spiritual and cultural needs to promote the upgrading of the consumption structure, but also to increase the added value of the related industries by its diffusion effect. It is helpful to the smooth implementation of the economic reform program. Jiangsu has the advantages of developing cultural and productive industries and has promulgated a number of encouraging policies, which have been obtained. In 2015, Jiangsu's cultural industry added second, the development index nationwide was third, the productivity index was first in the country, and it had developed into a pillar industry in Jiangsu's economy. The cultural industry in Jiangsu also exposed some problems to be solved in rapid development, such as the slowdown in growth, the poor quality of the industry, and the unclear investment in the industry. There is a lack of scientific basis for the allocation of resources. Therefore, it is necessary to use a variety of theoretical analysis tools to study the quality and efficiency of Jiangsu's cultural industry and to discuss the measures to further improve the quality of the cultural industry by using the results of calculation. The present research results are carried out from three aspects of cultural industry, industrial quality and industrial efficiency. In order to understand the present situation of Jiangsu's cultural industry by statistical analysis, we use the theory of industrial economics and quality management to elaborate the connotation of the quality of cultural industry and industrial efficiency, the quality attributes of the four major industries and the two industrial efficiency attributes, and the combination of qualitative and quantitative methods for the construction of Jiangsu. The quality evaluation model of cultural industry is evaluated, the production function model of Jiangsu culture industry is constructed according to the stochastic frontier theory, the production function form is determined and the efficiency of cultural industry is analyzed by layer by layer, and the four methods of line map, four quadrant analysis, related system analysis and regression analysis are used to reveal the text. The relationship between industrial quality and industrial efficiency has been found: (1) Jiangsu's cultural products manufacturing industry has higher industrial quality, higher industrial efficiency in creative and design industries, and the bottom of the industrial quality and industrial efficiency of radio, television, television, film and television services and cultural and artistic services; (2) comprehensive quality and overall production of the cultural industry in Jiangsu. The efficiency of industry is not high; (3) there is an inherent link between industrial quality and industrial efficiency, and the improvement of industrial efficiency can promote the upgrading of industrial quality. Finally, based on the results of evaluation, eight suggestions are put forward from four aspects: efficient allocation of resources, strengthening of industrial governance, strengthening the dominant industry and precision supporting the disadvantaged industry, and the development of the industry. One step is to raise the quality and efficiency level of Jiangsu's cultural industry, and provide a useful reference for the adjustment of the cultural industry policy.
