向西开放视角下新疆文化安全研究

【摘要】：进入21世纪后,国际新秩序在逐渐成形,而中国举世瞩目的发展也引起了全球的关注,目前,中国所面临的国际环境日益复杂,需要进行战略规划,与外界达成一种互为动力、互为机会的友好关系,中国不仅需要“东稳”,更需要“西进”。所以向西开放是我国寻求新发展的必经之路,新疆是向西开放的桥头堡,也是全方位对外开放战略的关键环节。文化在人类社会发展中占有重要作用,提高国家文化的软实力,才能顺应世界的总体文化的潮流,而文化安全就是中国安全重要的组成部分,各国之间文化的交流、碰撞凸显出了冲突、矛盾,由此产生出的文化安全问题已成为必须直面的现实。特别在向西开放之后,新疆面对多元文化、对外开放战略和宗教等对文化安全的影响,还有如何通过向西开放的视角正确认识文化安全的内涵,从而寻求维护新疆文化安全的路径,笔者在本文进行了初步探讨。本文共分为四部分:第一部分是绪论,主要介绍了本文的选题背景、意义和国内外研究现状,以及本文的研究目标、方法和重难点,并为下一步详细分析做好铺垫。第二部分是对向西开放和文化安全的内涵以及关系探析。首先对向西开放的内涵、意义和向西开放中的影响作出一定分析,其次对于文化安全的内涵及界定、体系研究和文化安全的作用进行梳理,最后通过对向西开放的提出和文化安全的发展进行分析,进一步剖析向西开放与文化安全二者之间的关系。第三部分是实证部分,借助“习总书记治疆方略与新疆长治久安”课题组的问卷和访谈调查结果,笔者获取了向西开放视角下新疆文化安全研究的资料,并深入探究了向西开放视角下新疆文化安全现状及存在的问题,在调查研究的基础上分别从四个方面进行了原因分析。第四部分是对策部分。阐述了向西开放视角下新疆文化安全面临问题的对策研究。一是加大对新疆文化安全的教育意识,增强民族凝聚力;二是贯彻文化“向西开放”战略,推进新疆文化新发展;三是推动建立国际文化新秩序,将新疆文化安全置于国家战略高度。
[Abstract]:After entering the 21st century, the new international order is gradually taking shape, and the development of China attracts worldwide attention. At present, the international environment facing China is becoming increasingly complex, and it needs to carry out strategic planning and reach a mutual motive force with the outside world. China needs not only stability in the east, but also progress in the west. Therefore, opening to the west is the only way for our country to seek new development. Xinjiang is a bridgehead to open to the west, and also a key link in the strategy of all-directional opening to the outside world. Culture plays an important role in the development of human society. Only by enhancing the soft power of national culture can we conform to the overall cultural trend of the world. Cultural security is an important part of China's security. Collision highlights conflicts and contradictions, resulting in cultural security has become a reality that must be faced directly. Especially after opening to the west, Xinjiang is faced with the influence of multiculturalism, the strategy of opening to the outside world and religion on cultural security, and how to correctly understand the connotation of cultural security through the perspective of opening to the west. In order to seek to maintain the path of Xinjiang cultural security, the author has carried on the preliminary discussion in this article. This paper is divided into four parts: the first part is the introduction, mainly introduces the background, significance and research status of this paper, as well as the research objectives, methods and difficulties of this paper, and make a good foundation for the next detailed analysis. The second part is the connotation and relationship of opening to the west and cultural security. Firstly, it analyzes the connotation, significance and influence of opening to the west. Secondly, it combs the connotation and definition of cultural security, the function of system research and cultural security. Finally, through the analysis of the proposal of opening to the west and the development of cultural security, the relationship between opening to the west and cultural security is further analyzed. The third part is the empirical part, with the help of the questionnaire and interview results of "General Secretary Xi Xi's strategy of ruling Xinjiang and the long-lasting peace of Xinjiang", the author obtains the research data of Xinjiang cultural security from the perspective of opening to the west. The present situation and existing problems of cultural security in Xinjiang from the perspective of opening to the west are deeply explored, and the causes are analyzed from four aspects on the basis of investigation and research. The fourth part is the countermeasure part. This paper expounds the countermeasures of Xinjiang's cultural security under the view of opening to the west. First, to increase the educational awareness of cultural security in Xinjiang and to enhance national cohesion; second, to carry out the strategy of "opening to the west" of culture and to promote the new development of Xinjiang culture; and third, to promote the establishment of a new international cultural order. Cultural security in Xinjiang will be placed at the national strategic level.
