广州音像市场综合管理研究

【摘要】:音像市场作为音像产业的载体与依托,是专指音像制品的生产、流通与消费市场,包括买卖双方各种市场主体及其行为、生产经营场所等。本文所论述的综合管理,是指政府层面建立、实施的各项公共管理政策、制度及其手段、措施。近些年我国文化产业发展虽日益受到重视,但与之相对应的文化市场管理却显得相对滞后。音像产业在我国文化产业中属发展历史较长的产业,,音像制品交易与消费市场的发展也较为成熟,市场结构基本定型,但同时暴露出来的问题也较多。广州作为国内音像产业具有早发优势和较强幅射力的地区,音像市场的秩序相比其他地区情况更为复杂,也更具代表性和影响力。在政府层面如何不断提升、完善对广州音像市场的管理,推动国内音像产业的科学发展,无疑是个十分重要而又紧迫的课题。鉴于此,本文力图通过对广州音像市场现状及政府综合管理过程中出现的问题进行分析,并结合国内外相关政策法规研究及实践操作经验,对广州音像市场综合管理的政策法规、体制与运行机制以及相关措施作一系统梳理,力求提出一个既强调有序治理,又重视服务推动的体制框架,这种既符合广州自身特点,又具一定推广意义的优化音像市场管理的“广州模式”,为推进广州市乃至全国的音像市场综合管理创新相信能够提供有益的探索。 本文基本内容首先是系统总结国内外音像市场管理方面的政策法规及操作实践,重点归纳目前我国在此方面的相关政策法规及普遍操作方式;其次是全面调查广州音像市场的现状、存在问题,并分析其成因,通过若干实证调查及案例分析,印证目前广州音像市场管理方式存在的问题;最后是通过分析与归纳,探索完善广州音像市场综合管理的政策法规、运行机制,提升其具体手段、措施,特别是约束、扶持与服务性措施,尝试从政府管理层面提出一套既符合广州发展特点、又有一定普遍意义的国内音像市场管理方式。
[Abstract]:As the carrier and support of audio and video industry, audio and video market refers to the production, circulation and consumption market of audio and video products, including all kinds of market subjects and their behaviors, production and management places and so on. The comprehensive management discussed in this paper refers to the establishment and implementation of various public management policies, systems and measures at the government level. In recent years, the development of cultural industry in China has been paid more and more attention, but the corresponding cultural market management is lagging behind. Audio-visual industry has a long history of development in China's cultural industry. The development of audio-visual products trading and consumption market is also relatively mature, the market structure is basically finalized, but at the same time, there are many problems exposed. Guangzhou is a region where the audio and video industry has the advantage of early development and strong radiation power. The order of audio and video market is more complex, more representative and more influential than other regions. It is undoubtedly a very important and urgent task to improve the management of Guangzhou audio and video market and to promote the scientific development of domestic audiovisual industry at the government level. In view of this, this paper tries to analyze the present situation of audio and video market in Guangzhou and the problems that appear in the process of government comprehensive management, and combine the research and practical operation experience of relevant policies and regulations at home and abroad. This paper systematically combs the policies and regulations, system and operation mechanism and relevant measures of comprehensive management of audio and video market in Guangzhou, and tries to put forward an institutional framework that emphasizes both orderly governance and service promotion, which accords with Guangzhou's own characteristics. The "Guangzhou mode" of optimizing the audio-visual market management, which has certain popularizing significance, can provide a beneficial exploration for promoting the innovation of the comprehensive management of audio and video market in Guangzhou and even in the whole country. The basic content of this paper is to systematically summarize the domestic and foreign audio and video market management policies, regulations and operational practices, focusing on the current relevant policies and regulations in this respect and the general operation of our country; The second is to investigate the current situation of Guangzhou audio and video market, existing problems, and analyze its causes, through a number of empirical investigations and case studies to verify the existing problems in Guangzhou audio and video market management; finally, through analysis and induction, To explore and perfect the policies and regulations of comprehensive management of audio and video market in Guangzhou, the operating mechanism, the specific means and measures, especially the measures of restraint, support and service, and try to put forward a set of measures which accord with the characteristics of Guangzhou's development from the level of government management. Also has the certain universal significance the domestic audio and video market management method.
