中国社区文化中心管理体制探究

【摘要】：近年来,国家推出文教兴国战略,伴随着现代化进程中社会大众空闲时间的增多及继续教育需要的产生,公共文化服务体系建设作为保障公民文化权利的基本途径,成为满足群众多样化的精神文明需求,促进中国特色社会主义文化大发展大繁荣的关键渠道。而社区文化中心作为提供社会公共文化服务的基层重要阵地,采用高效便捷的现代组织模式,融合文教娱乐于一身,日益成为党和政府贯彻落实科学发展观、加快推进中国特色社会主义现代化建设的一项至关重要的民生工程。社区文化中心作为社区文化的载体,在中央推动,各地政府加紧建设的前提下,如何构建科学合理的组织管理体制以实现健康持续的运营发展愈发引起社会各界的广泛关注。本文从公共文化服务和社区治理的视角,借助多中心治理理论(现代组织理论)等研究成果,在对中国三地(上海、济南、青岛)共计37家社区文化中心发展现状调查的基础上,对比其治理主体和运作经验,运用文献法、访谈法和非参与式观察等研究方法,从包括事业单位、民办非企业单位和基层社区组织(非法人组织)三类典型的法人身份角度切入,分析社区文化中心的管理现状。研究发现,现阶段中国社区文化中心的发展呈现出管理主体定位模糊,自主管理能力较差,各类资源匮乏,引发社区居民参与不足等问题。本文结合三类典型的管理模式,提出完善社区文化中心内部治理机制和构建外部管理体系的对策建议。在内容上本文共分为四大部分:第一部分绪论对选题背景、研究方法、文章涉及的基本概念、理论视角及国内外学者研究综述进行了阐述;第二部分概括三类典型的社区文化中心管理模式的情况,分别介绍其组织机制特征,发展现状,归纳建议其创新发展路径;第三部分重点分析近期社区文化中心在管理运作过程中呈现的问题及原因;第四部分结合国家政策指导,提出在总体上改善城市社区文化中心组织管理体制的对策建议。
[Abstract]:In recent years, the state has launched the strategy of culture and education to invigorate the country. With the increase of leisure time and the need of continuing education in the process of modernization, the construction of the public cultural service system is the basic way to guarantee the cultural rights of citizens, and it has become the spiritual demand of satisfying the diversity of the masses and promoting the great development of the Chinese culture. And the community culture center, as an important base for providing social and public cultural services, adopts an efficient and convenient modern organization mode and integrates the entertainment of culture and education. It is increasingly becoming a vital part of the implementation and implementation of Scientific Outlook on Development by the party and the government to accelerate the modernization of socialism with Chinese characteristics. As the carrier of the community culture, the community culture center, as the carrier of community culture, is promoted by the central government. Under the premise of the construction of local governments, how to build a scientific and rational organization and management system in order to achieve a healthy and continuous operation and development has aroused wide attention from all walks of life. The research results of central governance theory (modern organization theory), on the basis of the survey on the development of 37 community cultural centers in three places (Shanghai, Ji'nan and Qingdao), compare their governance subject and operation experience, using the methods of literature, interview and non participatory inspection, including the institutions, private non enterprise units and the non enterprise units. The management status of community culture center is analyzed by the three typical legal person status of community organizations (non corporate organizations). The research shows that the development of Chinese Community Culture Center presents the problems of fuzzy management, poor management ability, lack of resources, and the lack of community residents. Three types of typical management models are proposed to improve the internal governance mechanism and the external management system of community culture center. In content, this paper is divided into four parts: the first part is the introduction to the background of the topic, the research method, the basic concepts involved in the article, the theoretical perspective and the domestic and foreign scholars' research summary. The two part generalizes the three types of typical community culture center management mode, introduces the characteristics of the organizational mechanism, the development status, and concludes the suggestions for its innovation and development path; the third part focuses on the analysis of the problems and causes in the management and operation of the recent community culture center, and the fourth part combines the national policy guidance to put forward in the general Countermeasures and suggestions for improving the organizational management system of urban community cultural centers.
