西部地区民族文化产业发展中政府角色定位研究

【摘要】：从2000年中共中央十五届五中全会首次在政府文件中正式提出“文化产业”的概念,到十八大报告高度重视文化建设,提出将文化建设作为五位一体布局中的重要一环,再到十八届六中全会强调,必须勇于推进“文化创新”,提升全党全国人民的“文化自信”,文化产业作为21世纪的朝阳产业,近年来得到了迅速发展并发挥出巨大价值。作为具有五千年文明历史的多民族国家,我国拥有着大量优质的民族文化资源,蕴藏着深厚的文化产业发展潜力。但是,在拥有超过七成全国少数民族人口的西部地区,文化产业发展水平却远远落后于其他地区,资源优势难以转化为产业优势。政府作为社会经济事务的管理者,对于民族文化产业的发展拥有着巨大责任,有必要探讨政府在西部地区民族文化产业发展中的角色定位问题。本文即从政府的职能角色出发,针对西部地区民族文化产业发展情况,综合运用政府角色理论、幼稚产业保护理论以及波特钻石理论,分析在西部地区民族文化产业发展中,政府如何界定自身角色,有哪些缺位、错位和越位的表现,以及提出完善政府角色定位的对策建议。研究的选题切合社会需要,旨在通过提出完善政府角色定位的措施来推动西部地区民族文化产业的发展,以期促进整体区域经济发展和推动“文化创新”,提升“文化自信”。本文共计六章。第一章提出问题并阐明研究意义,对有关民族文化产业发展的国内外研究及有关政府角色定位方面的观点进行分析介绍;第二章对文章涉及的几个核心概念进行了界定,并阐明了论文的理论基础,探讨了 “政府角色理论”、“幼稚产业保护理论”以及“波特钻石理论”对论文的借鉴意义;论文第三章、第四章为本文的中心章节,第三章是对西部地区民族文化产业发展情况的分析,介绍了几个典型地区的民族文化产业发展状况,并分析指出发展中共性的特点和困境,说明了在西部地区民族文化产业发展中需要政府发挥其角色作用的必要性;第四章在前文基础上,分析得出政府在西部民族文化产业发展中所承担的保障者、引导者、分担者和扶助者的四种角色状态以及在实际角色承担中中存在着的缺位、错位和越位情况和原因;第五章分析得出政府角色优化所需遵循的原则及具体措施;第六章对全文进行了简要总结并提出展望。本文认为,优化政府在西部地区民族文化产业发展中的角色应该遵循因地制宜、因时制宜、尊重民族传统、有所为有所不为的四个原则,并对应提出了四种角色的具体优化措施。
[Abstract]:From the year 2000, when the Fifth Plenary session of the 15th CPC Central Committee formally put forward the concept of "cultural industry" in government documents for the first time, to the report of the 18th National Congress of the CPC Central Committee, which attached great importance to cultural construction, it was proposed that cultural construction should be regarded as an important part of the five-in-one layout. To the sixth Plenary session of the 18th CPC Central Committee, it is necessary to bravely promote "cultural innovation" and enhance the "cultural confidence" of the whole party and the whole nation. As a sunrise industry in the 21st century, cultural industry has been developing rapidly in recent years and exerting great value. As a multinational country with a history of five thousand years of civilization, our country has a large number of high-quality national cultural resources, and contains a deep potential for the development of cultural industry. However, in the western region, which has more than 70% of the national minority population, the level of cultural industry development lags far behind that of other regions, and the advantage of resources is difficult to convert into industrial advantage. As the administrator of social and economic affairs, the government has a great responsibility for the development of the national cultural industry. It is necessary to discuss the role of the government in the development of the national cultural industry in the western region. Based on the function of the government and the development of the national culture industry in the western region, this paper analyzes the development of the national culture industry in the western region by using the theory of government role, the theory of infant industry protection and the theory of Porter's diamond. How to define the role of government, what is the absence, the performance of dislocation and offside, and put forward some countermeasures to improve the positioning of government role. The purpose of the research is to promote the development of the national cultural industry in the western region by means of improving the role of the government, so as to promote the overall regional economic development, promote "cultural innovation", and promote "cultural self-confidence". This paper consists of six chapters. The first chapter puts forward the questions and clarifies the significance of the research, analyzes and introduces the domestic and foreign research on the development of the national culture industry and the views on the role orientation of the government, the second chapter defines several core concepts involved in the article. It also expounds the theoretical basis of the thesis, probes into the reference meaning of "the theory of government role", "the theory of infant industry protection" and "Porter's diamond theory" to the thesis, the third chapter, the fourth chapter is the central chapter of this paper. The third chapter analyzes the development of the national culture industry in the western region, introduces the development situation of the national culture industry in several typical areas, and points out the common features and difficulties in the development. It explains the necessity for the government to play its role in the development of the national culture industry in the western region. Chapter four, on the basis of the above, analyzes the guarantors and guides that the government undertakes in the development of the national culture industry in the western region. There are four kinds of role states and the absence, dislocation and offside situation and reasons in the actual role assumption. The fifth chapter analyzes the principles and concrete measures to optimize the role of the government. The sixth chapter briefly summarizes the full text and puts forward the prospect. This paper holds that optimizing the role of the government in the development of national culture industry in the western region should follow the four principles of adapting measures to local conditions, adapting measures to the times, respecting national traditions, and doing something wrong. And corresponding to the four roles of specific optimization measures.
