【摘要】：本篇论文是围绕习近平国家文化安全思想而展开论述的。党的十八大以来,以习近平同志为核心的党中央,在深刻认识和科学把握我国文化发展新特征、新形势和新问题的基础之上提出了一系列关于国家文化安全的新观点、新思想和新论断,赋予马克思主义国家文化安全思想新的内涵。正确认识和深刻把握习近平国家文化安全思想的科学内涵,对于中国特色社会主义文化道路的坚持、社会主义文化强国目标的实现意义非凡。要对习近平国家文化安全思想有一个正确系统深刻的认识,首先,就要正确认识习近平国家文化安全思想的提出背景,当前存在的一些导致种种国家文化安全问题的国内外因素正是习近平国家文化安全思想形成的时代背景。就国内来说,社会多元文化思潮的泛滥、社会转型期道德文化的失落、党内消极腐败文化的滋生是导致文化安全问题的重要因素。就国际来看,经济全球化的深入发展、西方文化的隐形渗透、互联网全球范围的广泛应用对我国文化安全问题造成了一定的威胁和挑战。其次,正确认识习近平国家文化安全思想的理论来源也是我们研究习近平国家文化安全思想的重要方面。习近平的国家文化安全思想是在继承马克思主义经典作家的国家文化安全思想和中国化马克思主义的国家文化安全思想的基础上形成和发展起来的。习近平国家文化安全思想有着丰富的内容:第一,习近平高度重视意识形态领域的安全并提出要把意识形态工作作为党的一项极端重要的工作并提出了一系列重要的论述和观点。习近平认为社会主义核心价值观是社会主义意识形态的本质体现,要想真正地维护意识形态安全必须在全社会进行社会主义核心价值观的培育和践行,让社会主义核心价值观的影响像空气一样无处不在、无时不有。习近平还提出要加强党对意识形态的领导,坚持党管意识形态原则和"党媒姓党",并高度重视宣传思想工作。第二,习近平把传统文化放在举足轻重的位置,在传统文化的保护上更是有着自己的理解和作为。首先,他对传统文化有着高度的肯定——"培育社会主义核心价值观必须立足于中华优秀传统文化"、"中华优秀传统文化是最深厚的文化软实力"、"中华优秀传统文化可以为治国理政提供有益启示",这些对传统文化的高度评价和肯定对于唤起社会大众对传统文化的重视和保护有着极为重要的意义。同时,习近平还提出了如何弘扬和发展传统文化的重要论断——"双创",即传统文化的创造性转化和创新性发展。第三是习近平的网络文化安全思想。面临网络文化安全的新问题和新挑战,习近平首先提出"没有网络安全就没有国家安全",把维护网络安全的重要性提升到了一个新的高度,进而提出"构建网络空间命运共同体"和"网络空间不是法外之地"等重要论断,为维护网络文化安全提供了保障。习近平国家文化安全思想不仅有着重大的理论价值,更为文化建设和文化安全提供了实践意义上的指导。从理论上看,它进一步完善和发展了中国特色社会主义理论体系,丰富了总体国家安全观的文化内涵。从实践上看,它进一步明确了文化安全的着力点,为社会主义文化强国的建成提供了思想上的保障,有利于更好地实施"四个全面"战略布局。所以我们必须全面系统地认识和把握习近平国家文化安全思想的科学内涵,并将其与中国特色社会主义实践紧密结合。
