甘肃民族地区文化产业政策工具选择研究

【摘要】：管理体制的创新和政策法规的助推是我国文化产业发展的主要动力。中央和地方政府通过各类政策工具来刺激文化需求、调整产业结构、拉动文化消费、规范文化市场、推动文化创新,使文化产业日益发展成为引领经济增长的强大引擎。尽管近年来国家和地方陆续颁布了一系列推动民族地区文化产业发展的政策法规并积极贯彻落实,但就民族地区当前实际发展情况来看,效果并不十分显著。实现发展文化产业的政策目标需要靠政策的有效执行,作为政策执行主体,政府的力量主要就体现在文化产业政策工具的选择和运用上。所谓文化产业政策工具即政府为推动文化产业的发展所采取的方法和手段,文化产业政策工具既明确了政府干预下文化产业发展的方向,体现了政府的意志和愿望,同时体现了多元市场主体的文化需求,是文化产业发展的重要手段。本文在现有理论的基础上,从政策工具理论的研究视角出发,以甘肃民族地区政府促进文化产业发展的政策工具为研究对象,通过对改革开放以来我国文化产业政策工具的演变进行梳理,构建出中国情景下文化产业政策工具的分类框架和选择模型;通过调研走访甘肃民族地区文化产业相关部门和单位并广泛搜集文献资料,对当地文化产业发展过程中的政策需求和政策工具选用的现状进行总结归纳,并基于前文所构建的政策工具选择模型,发现当前甘肃民族地区文化产业政策工具存在的问题,对其影响因素加以分析。本文在最后分别提出了三类文化产业政策工具的优化选择机制和政策工具组合的建议。
[Abstract]:The innovation of management system and the promotion of policies and regulations are the main motive forces of the development of Chinese cultural industry. The central and local governments stimulate cultural needs through various policy tools, adjust the industrial structure, stimulate cultural consumption, standardize the cultural market, promote cultural innovation, and make the cultural industry a powerful engine leading to economic growth. Although a series of policies and regulations to promote the development of cultural industry in ethnic areas have been promulgated and implemented in recent years, the effect is not very significant in regard to the current actual development of ethnic areas. The policy objectives of developing cultural industry should depend on the effective implementation of policy, as the main body of policy implementation. The power of the government is mainly reflected in the choice and application of the policy tools of cultural industry. The so-called cultural industry policy tool is the method and means adopted by the government to promote the development of cultural industry. The cultural industry policy tool not only defines the direction of the government's intervention in the development of cultural industry, but also embodies the will and desire of the government, and embodies the government's will and desire. The cultural demand of the multi market subject is an important means of the development of the cultural industry. On the basis of the existing theory, this paper, starting from the perspective of the theory of policy tools, takes the policy tools of promoting the development of cultural industry by the government of Gansu ethnic regions as the research object, and through the evolution of the policy tools of Chinese cultural industry since the reform is open. The classification framework and selection model of the cultural industry policy tools under the situation of China are set up, and the relevant departments and units of the cultural industry in Gansu ethnic areas are visited and the literature materials are collected extensively, and the status of policy needs and policy tools in the development of the local cultural industry is summarized and summarized. The policy tool selection model established in the previous article finds the problems existing in the current cultural industry policy tools in Gansu ethnic areas and analyzes its influencing factors. In the end, the paper puts forward the suggestions for the optimization and selection mechanism of the three kinds of cultural industry policy tools and the combination of policy tools.
