新“四化”进程中城镇文化建设的意义

【摘要】：党的十七届六中全会通过了《中共中央关于深化文化体制改革、推动社会主义文化大发展大繁荣若干重大问题的决定》，大会科学的阐述了关于中国特色社会主义文化的发展道路，提出了坚持中国特色社会主义文化发展道路，深化文化体制改革，推动社会主义文化大发展大繁荣，努力建设社会主义文化强国。在2012年11月，中国共产党第十八次全国代表大会报告中提出：“坚持走中国特色新型工业化、信息化、城镇化、农业现代化道路，推动信息化和工业化深度融合、工业化和城镇化良性互动、城镇化和农业现代化相互协调，促进工业化、信息化、城镇化、农业现代化同步发展。”这些重大的顶层设计、政策信息和战略部署，给近年来备受关注的中国城镇化发展问题指明了前进的方向。我国文化领域正处于广泛和深刻的变革时期，发展中国特色社会主义城镇文化，建设社会主义的文化强国，是我国未来的发展趋势。在城镇化的过程中，城镇文化的确立至关重要，城镇文化即带有乡土文化的遗迹和色彩，又带有都市文化的现代内涵，是介于乡土文化和都市文化之间，新型的文化样态，本文认为城镇文化的建设和确立，是城镇化的重要组成部分，是城镇化软实力建设的重要内容，从一定意义上说，如果缺少城镇文化内涵的城镇化就是没有生命和灵魂的钢筋水泥堡垒。我国的城镇是连接城乡的重要纽带，在城乡一体化中具有举足轻重的地位，城镇文化建设是未来城镇化发展的必由之路，，关系到我国经济发展、文化体制改革、民族文化素质的提高。因此，研究城镇文化建设具有重大的现实意义和理论价值。本文绪论部分，阐述了论文的研究背景和选题意义，综合分析了国内外在城镇文化建设上的研究成果；第一章从论文涉及的概念入手，对重要概念进行界定，回顾国内外城镇文化的发展历史并阐述其特点和启示；第二章立足于十八大对“四化同步”的新表述，分析城镇文化与新型城镇化、新型农业现代化、新型工业化、新型信息化的关系并深入展开；第三章从国际和国内的形势入手探讨了我国城镇文化建设所面临的机遇和挑战，认清形势并做好城镇文化建设发展的部署。之后深入探讨我国城镇文化建设存在的问题和城镇文化建设的立足点，层次逐步加深；第四章是城镇文化建设的对策性研究，针对造成问题的原因，并借鉴国内外城镇文化建设中的成功模式和经验，分别从政府行为的积极作用、文化产业的发展和教育的培训三方面进行对策的分析。

We will deepen the reform of the cultural system, promote the great development and prosperity of socialist culture, and strive to build a socialist cultural power. In November 2012, the 18th National Congress of the Communist Party of China (CPC) stated in its report: "adhere to the road of new-type industrialization, informatization, urbanization and agricultural modernization with Chinese characteristics, and promote the deep integration of informatization and industrialization." Industrialization and urbanization interact well, and urbanization and agricultural modernization coordinate with each other to promote the simultaneous development of industrialization, informatization, urbanization, and agricultural modernization. " These major top-level designs, policy information and strategic arrangements point out the way forward for China's urbanization development, which has attracted much attention in recent years. The cultural field of our country is in a period of extensive and profound transformation. It is the development trend of our country in the future to develop socialist urban culture with Chinese characteristics and to build a socialist cultural power. In the process of urbanization, the establishment of urban culture is very important. The urban culture has the vestiges and colors of local culture and the modern connotation of urban culture. It is a new cultural model between local culture and urban culture. This paper holds that the construction and establishment of urban culture is an important part of urbanization and an important part of the construction of urbanization soft power. If the urbanization without the connotation of urban culture is a reinforced concrete fortress without life and soul. The cities and towns of our country are the important ties connecting urban and rural areas, and play an important role in the integration of urban and rural areas. The construction of urban culture is the only way for the development of urbanization in the future, which is related to the economic development of our country and the reform of the cultural system. The improvement of national cultural quality. Therefore, the study of urban cultural construction has great practical significance and theoretical value. In the introduction part of this paper, the research background and significance of the thesis are expounded, and the research results of urban cultural construction at home and abroad are comprehensively analyzed. The first chapter begins with the concepts involved in the paper, and defines the important concepts. Reviewing the history of the development of urban culture at home and abroad and expounding its characteristics and revelations; chapter II, based on the new expression of the "four modernizations" in the 18th National Congress of the Communist Party of China, analyzes the relationship between urban culture and new urbanization, new agricultural modernization, and new industrialization, The third chapter discusses the opportunities and challenges faced by the cultural construction of cities and towns in China from the international and domestic situations, and makes a clear understanding of the situation and plans for the development of the cultural construction of cities and towns. After that, the problems existing in the cultural construction of cities and towns and the foothold of the cultural construction of cities and towns in our country are discussed in depth, and the levels are gradually deepened. The fourth chapter is the strategic research on the construction of urban culture, aiming at the causes of the problems. Based on the successful models and experiences in the cultural construction of cities and towns at home and abroad, the countermeasures are analyzed from three aspects: the positive role of government behavior, the development of cultural industry and the training of education.
