山东公共财政扶持文化发展的现状与对策研究

【摘要】:中国的改革开放已经经过30年的发展,人民的物质水平已经大大提高,社会的已经从温饱转向小康,伴随着社会的发展,人民对精神文化的需求有了极大的提高。而且随着社会发展的全球化,如何提高国家综合实力的文化“软实力”,继而继承、保护、发扬我国的优良文化,提升国家竞争力,已经成为摆在政府决策部门面前的重要议题。2011年10月党的十七届六中全会通过了《中共中央关于深化文化体制改革推动社会主义文化大发展大繁荣若干重大问题的决定》,将文化建设提升到国家建设的高度,并对文化发展的任务和目标进一步明确,其中对政府应起到的作用作出要求。山东作为文化大省,早就提出文化强省的建设目标,现阶段如何更好地落实十七届六中全会精神,从分发挥政府的引领指导作用,实现山东的文化大繁荣、大发展,满足山东人民日益丰富的精神文化需求,实现山东经济文化的和谐发展就成为我们需求面对的和解决的任务。 本论文选取文化中带有中国文化特色的公共文化和产业文化两个范畴,对“十一五”以来的山东文化建设现状进行分析,把相对虚的内容量化,从局部的共性特点推导整体需求,通过对公共财政在文化建设中的现状分析,阐述公共财政在文化发展中起到的作用。根据文化发展中公共财政投入的现状分析,提出目前山东文化发展中存在的“文化投入财政占比不高”、“政府财权和事权不匹配、不清晰”、“各级政府转移支付不合理”等问题。文中有针对性地分析借鉴国内、国际在文化发展中公共财政支持较好地地区和国家的先进经验,根据公共文化和产业文化的不同属性,提出政府财政部门确实应该负起推动文化繁荣发展的任务,应该进一步加大对文化的投入,有针对性地制定相关的政策,改革创新公共财政的投入机制,确实完善公共文化服务体系,引领文化产业健康有序发展。并依此提出“提高各级政府认识,加大文化投入”、“理顺政府的财权事权关系”、“完善转移支付”、“创新文化投入方式”等具体建议。试图对政府的文化建设方面公共财政投入和扶持的政策制定和实施提出参考性意见,帮助有关部门科学决策,使之建立起对文化发展扶持的长效机制。最终建立科学完善的政府公共财政投入机制,确实有效的促进山东文化发展,实现文化大省、强省建设,使人民群众确实享受到社会发展带给的文化精神富足,维护公民的基本权益,满足公民的多层次文化需求,实现社会公平,促进和谐社会建设,营造良好的社会氛围,为强省富民的目标提供思想保障和精神基础!
[Abstract]:China's reform and opening up has been through 30 years of development, the people's material level has been greatly improved, the society has changed from food and clothing to a well-off society, with the development of society, the people's spiritual and cultural needs have been greatly improved. And with the globalization of social development, how to improve the cultural "soft power" of national comprehensive power, and then inherit, protect and carry forward the fine culture of our country and enhance the national competitiveness, In October 2011, the sixth Plenary session of the 17th CPC Central Committee adopted the "decision of the CPC Central Committee on deepening the Reform of the Cultural system and promoting the Great Development and Prosperity of Socialist Culture". Cultural construction should be promoted to the height of national construction, and the tasks and objectives of cultural development should be further clarified, and the role that the government should play is required. As a major cultural province, Shandong has long put forward the goal of building a strong cultural province. At this stage, how to better implement the spirit of the sixth Plenary session of the 17th CPC Central Committee and give play to the leading and guiding role of the government in order to realize the cultural prosperity and great development of Shandong, To meet the increasing spiritual and cultural needs of Shandong people, it is our task to realize the harmonious development of Shandong economy and culture. This paper selects two categories of culture, public culture and industrial culture with Chinese cultural characteristics, analyzes the present situation of Shandong cultural construction since the 11th Five-Year Plan, quantifies the relative empty content. Through the analysis of the present situation of public finance in cultural construction, this paper discusses the role of public finance in the development of culture. According to the analysis of the present situation of the public financial input in the cultural development of Shandong Province, it is pointed out that the proportion of the cultural investment in the public finance is not high, and the government's financial power and administrative power are not matched and clear. "all levels of government transfer payment unreasonable" and other issues. This paper analyzes the advanced experiences of the regions and countries in which the public finance supports better in the cultural development, according to the different attributes of the public culture and the industrial culture. It is proposed that the financial departments of the government should indeed assume the task of promoting the prosperity and development of culture, should further increase the input into culture, formulate relevant policies in a targeted manner, and reform and innovate the investment mechanism of public finance. Indeed, improve the public cultural service system, leading the healthy and orderly development of the cultural industry. According to this, the author puts forward some concrete suggestions, such as "raising the understanding of all levels of government, increasing cultural input", "straightening out the relationship between the government's financial power and power", "perfecting transfer payment", "innovating the way of cultural input" and so on. This paper tries to give some advice to the government on the policy making and implementation of the public financial input and support in the cultural construction, to help the relevant departments to make scientific decisions and to establish a long-term mechanism to support the cultural development. Finally, the establishment of a scientific and perfect mechanism for government public financial input can really and effectively promote the cultural development of Shandong, realize the construction of a large cultural province and a strong province, so that the people can really enjoy the cultural and spiritual affluence brought by social development. To safeguard the basic rights and interests of citizens, to meet the multi-level cultural needs of citizens, to achieve social equity, to promote the construction of a harmonious society, to create a good social atmosphere, and to provide ideological security and spiritual basis for the goal of strengthening the province and enriching the people!
