上海基层社区文化中心的制度分析和发展(IAD)研究

【摘要】:社区文化活动中心是一种典型的由政府投入建设和运营的公共资源。截至2014年3月底,上海共建成204个标准化的基层社区文化活动中心,基本覆盖了每个街道、乡镇。但社区文化活动中心的运行机制尚不完善,提供公共文化服务的质量和效能仍不尽如人意。因此,亟须找到一种合理有效的管理运行范式。制度分析和发展框架(IAD)被公认为公共池塘资源治理的“操作指南”,本文尝试从IAD视角出发,对社区文化活动中心的管理运行机制进行分析,根据IAD框架指出其中的不足,并提出提高管理运行水平的相关建议。
[Abstract]:Community cultural activity center is a typical public resource invested by government. By the end of March 2014, 204 standardized grass-roots community cultural activity centers had been built in Shanghai, covering almost every street and township. However, the operation mechanism of community cultural activity center is not perfect, and the quality and efficiency of providing public cultural service are still unsatisfactory. Therefore, it is urgent to find a reasonable and effective management operation paradigm. The institutional analysis and development framework (IAD) is recognized as the "operating guide" for the management of public pond resources. This paper attempts to analyze the management mechanism of the community cultural activity center from the perspective of IAD, and points out its shortcomings according to the IAD framework. And puts forward the related suggestion to improve the management operation level.
