临朐县农村文化建设研究

【摘要】：文化已经成为民族凝聚力、创造力的重要源泉、越来越成为综合国力竞争的重要因素、也逐渐成为经济社会发展的重要支撑,丰富人民的精神文化生活,愈来愈成为人民的热切愿望。临朐县是一个文化底蕴深厚、历史悠久的文化大县,传统文化潜移默化的影响着全县人民的的生活、工作、学习各个方面。中国共产党第十七届中央委员会第六次全体会议审议通过的《中共中央关于深化文化体制改革推动社会主义文化大发展大繁荣若干重大问题的决定》,是新形势下推进文化改革发展的指导性文件。中央对文化的高度重视,使农村文化进入了一个全新的发展时期,临朐县借助国家关于发展文化的东风,强力推进农村文化建设,使传统文化和现代文化得到创新和传承,对农村公共文化服务体系建设进一步强化,使基层文化阵地获得进步。本论文重点从临朐县农村文化建设的现状入手,详细分析、研究农村文化发展的问题,提出针对性的发展建议。通过研究形成以下主要结论:(1)农村文化建设在新农村建设中,拥有重要地位和重要作用。文化是建设社会主义新农村的灵魂。农村需要文化、农民想文化,农村文化的发展建设,它在于丰富农民的文化生活、提高综合素质,这也是保障和谐社会的新农村建设发展的前提。(2)临朐县农村文化建设经历了萌芽、初步形成、繁荣发展三个主要阶段,形成了多元化、社区化、法制化、产业化发展的特点。(3)临朐县农村文化建设取得了一些明显成效:农村文化越来越昌盛,各种农村文化活动得到了正常的开展,农民文化生活也日益丰富;农村文化的基础设施得到进一步的完善;农村文化建设也有效的促进了当地经济的发展。(4)对临朐县农村文化建设进行swot分析,得出临朐县农村文化建设的优势是:文化底蕴深厚、青年成为主力军、文化市场初步形成;劣势是政府不重视、观念落后主动性差、人才匮乏、文化素质低、文化基础设施成摆设;机遇是国家高度重视文化建设、农村经济社会发展成文化建设的动力、文化产业带动文化建设;挑战是文化市场发育不完善、文化产品缺乏、民俗文化逐渐缺失。(5)临朐县农村文化建设应遵循的原则:一是传承和创新,二是以民为本,三是政府主导,四是城乡结合,五是因地制宜。(6)加强临朐县农村文化建设所需的基本措施:一是加大政府资金投入力度、拓展资金投入渠道;二是解放思想、更新观念,为农民提供高质量的文化产品;三是继承与发扬并重、广泛开展具有本地农村特色的文化艺术;四是大力培育农村文化市场、推动农村文化市场的建立。(7)加强临朐县农村文化建设的配套措施:一是建立健全农村文化基础设施;加强文化队伍建设;以历史文化为依托发展乡村旅游;举办乡村文化节,促进乡村文化水平的提高。
[Abstract]:Culture has become an important source of national cohesion and creativity, increasingly becoming an important factor in the competition for comprehensive national strength, and also gradually becoming an important support for economic and social development and enriching the spiritual and cultural life of the people. It is becoming more and more the fervent wish of the people. Linqu County is a big cultural county with a deep cultural background and a long history. The traditional culture has influenced the life, work and study of the people in the county. The decision of the CPC Central Committee to deepen the reform of the cultural system and promote the great development and prosperity of socialist culture, adopted at the sixth plenary session of the 17th Central Committee of the Communist Party of China, It is a guiding document for promoting cultural reform and development under the new situation. The central government attached great importance to culture, so that the rural culture entered a new period of development. Linqu County, with the aid of the national Dongfeng on the development of culture, forcefully promoted the construction of rural culture, so that the traditional culture and modern culture were innovated and inherited. To further strengthen the construction of rural public cultural service system, so that the grass-roots cultural front to obtain progress. This paper focuses on the status quo of rural cultural construction in Linqu county, analyzes the problems of rural cultural development in detail, and puts forward some suggestions for the development of rural culture. The main conclusions are as follows: (1) the construction of rural culture plays an important role in the construction of new countryside. Culture is the soul of building a new socialist countryside. Rural areas need culture, farmers want culture, and the development and construction of rural culture lies in enriching farmers' cultural life and improving their comprehensive quality. This is also the premise to ensure the construction and development of a harmonious society in the new countryside. (2) the rural cultural construction in Linqu County has experienced three main stages, namely, germination, initial formation, prosperity and development, forming pluralism, communization, and legalization. The characteristics of industrialization development. (3) the construction of rural culture in Linqu County has achieved some obvious results: the rural culture has become more and more prosperous, all kinds of rural cultural activities have been carried out normally, and farmers' cultural life has also become more and more abundant; The infrastructure of rural culture has been further improved; The construction of rural culture has also effectively promoted the development of local economy. (4) the swot analysis of rural cultural construction in Linqu County shows that the advantages of rural cultural construction in Linqu County are: deep cultural heritage, youth becoming the main force; The initial formation of cultural market; The disadvantage is that the government does not take seriously, the idea is backward and the initiative is poor, the talented person is scarce, the cultural quality is low, the cultural infrastructure is arranged; Opportunity is the country attaches great importance to cultural construction, rural economic and social development into the impetus of cultural construction, cultural industry to promote cultural construction; The challenge is the imperfect development of the cultural market, the lack of cultural products, and the gradual loss of folk culture. (5) the principles that should be followed in the construction of rural culture in Linqu County: first, inheritance and innovation, second, people-oriented, third, government-led, fourth, combination of urban and rural areas. (6) the basic measures needed to strengthen the construction of rural culture in Linqu County are as follows: first, to increase the input of government funds and expand the channels of investment; The second is to emancipate the mind, renew the concept, and provide farmers with high-quality cultural products, the third is to inherit and carry forward the same emphasis, widely develop the culture and art with local rural characteristics; Fourth, vigorously cultivate the rural cultural market and promote the establishment of the rural cultural market. (7) strengthen the rural cultural construction of Linqu county supporting measures: first, to establish and improve the rural cultural infrastructure; To develop rural tourism based on history and culture; to hold rural cultural festivals to promote the improvement of rural cultural level.
