【摘要】：登莱青道原是管辖登莱青三府二十八州之道员。同治元年(1 862年),烟台开埠,洋务事务渐增,故移登莱青道于烟台兼管洋务及海关事务。也基于此,登莱青道在选任上呈现出重洋务轻出身、低职高衔、一官多职等新变化,这既是晚清社会形势变化而导致制度内部的自我调整和适应,体现了清政府对其选任的重视和变通,也是清代地方行政政策的重要组成部分,其与地方外交体系相辅相成,共同维系了清代地方行政和外交事务的有序运转。
[Abstract]:Dengleching Road was originally the governor of 28 states in Denglai Ching Mansion. The first year of Tongzhi was 1862, Yantai was opened, and Westernization affairs gradually increased, so Denglai Qing Road was transferred to Yantai to manage both foreign affairs and customs affairs. It is also based on this. It is an important part of the local administration policy in Qing Dynasty.
