【摘要】：新中国成立初期,为了建立和巩固新生人民政权,恢复和发展国民经济,稳定社会秩序,党中央决定在中央和地方之间继续沿用革命战争年代的大区制度。总共在全国范围内划分了六大区,分别是东北区、华北区、华东区、中南区、西南区和西北区。每个区都设立了中共中央的代表机关——中央局,其中在西南区于1949年11月23日设立了中共中央西南局,简称中共西南局。作为中共中央在西南地区的代表机关,中共西南局对西南四省一市的经济、政治、军事、文化和社会等实行全方位领导。在中共中央的正确领导下,中共西南局对西南地区的各方面建设都取得了初步成绩,但是在取得成就的背后还是暴露出少量问题。尤其是由于不少干部由于文化水平较低,思想政治觉悟不高,政策策略思想水平低等因素,在思想上、工作上和生活上表现出严重的作风不纯现象,这严重影响到西南党自身纯洁性的建设,首要任务的完成和导致党群干群关系的紧张。为了完成巩固新生人民政权这一首要任务,加强西南党自身的纯洁性建设和密切党群干群关系,实现中国共产党的长期执政,中共西南局开始着手整顿干部的不良作风。在这历时三年多的整顿过程中,大致经历了准备、发动、推进和巩固四个阶段。在准备阶段(1949年9月——1950年5月),主要是针对中共西南局的少数基层干部出现的享乐思想和铺张浪费现象,中共西南局给予了严厉的批评和作出相关规定。在发动阶段(1950年5月——1951年2月),主要是针对中共西南局的少数基层干部出现的功臣自居思想、官僚主义和命令主义不良作风,中共西南局根据《关于全党全军进行大规模整风运动的指示》决定在西南地区进行一次大规模的整风运动。在推进阶段(1951年2月——1953年6月),由于整风时间较短暂,干部的思想作风不纯还来不及解决以及在整风过程中部分干部不良思想暴露的更加充分了。对此,中共西南局根据《关于整顿党的基层组织的决议》决定在西南地区开展一场有计划、有准备、有领导的整党运动。在巩固阶段(1953年6月——1954年12月),主要是结合过渡时期总路线的宣传和学习来维持和巩固已经转变的良好作风。针对当时西南党内的各种不良作风,中共西南局采取有效措施保持了干部作风纯洁。这些措施主要有加强干部学习,提高思想政治水平；开展批评与自我批评,提升认识水平；严肃党纪法规,规范干部行为；倡导领导示范,树立榜样形象和鼓励向前看,提出新任务。通过这些具体举措的实施,西南地区干部的思想政治觉悟显著提高,作风明显好转,党的中心任务顺利完成以及赢得了人民群众对党的拥护和支持。 2012年1月9日,胡锦涛在十七届中央纪委七次全会上发表重要讲话,指出切实做好保持党的纯洁性各项工作。2012年11月8日,党的十八大再次明确指出：“全党要增强紧迫感和责任感,牢牢把握加强党的执政能力建设、先进性和纯洁性建设这条主线。”①这是中国共产党第一次将纯洁性建设列入党建主线,深刻阐述了加强党的纯洁性的极端重要性和紧迫性。新形势下,系统梳理和总结新中国成立初期中共西南局保持干部作风纯洁的经验,对当前加强党的纯洁性建设具有重要的启示。首先是强化思想教育是保持干部作风纯洁的基础工程；其次是加强监督是保持干部作风纯洁的关键环节；再次是加大惩处力度是保持干部作风纯洁的有效途径；又次是领导带头是保持干部作风纯洁的内在要求；最后是建立健全制度是保持干部作风纯洁的重要保障。
[Abstract]:At the beginning of the founding of new China, in order to establish and consolidate the new regime, the restoration and development of national economy, stable social order, the CPC Central Committee decided to continue the revolutionary war between the central and local area.
