抗战时期中共中央山东分局的作用及领导方式研究

【摘要】：抗日战争初期,中国共产党与国民党实现了第二次合作,建立了抗日民族统一战线,共产党的合法地位得以确立。在此背景下,中国共产党的地方组织得以迅速发展,其组织结构得到了完善,活动领域得到了拓宽。因此,中共中央在各地开始增设派出机构,作为代表中央指导各地区党的工作的最高领导机关。抗日战争时期的中共中央山东分局(简称山东分局)成立于1938年12月,其前身是分别成立于1936年5月和1938年5月的中共山东省委和苏鲁豫皖边区省委员会。省级党组织的成立推动了地方党组织与基层组织的迅猛发展,为山东分局的成立提供了良好的组织基础。山东分局成立后,秉持中央决议、方针及指令,代表中央指导山东地区党的一切工作,积极地发展与山东地区其他党派的良性互动关系,并通过组建各区党委实现对各个区域的领导。随着抗日战争的变化,山东分局在中共中央的指导和帮助下,进一步完善了地方党组织与基层党组织的建设,逐渐取得了山东地区党政军民一体化的领导地位,在事实上形成了中国共产党在山东地区的一元化领导局面。1945年9月,山东分局改为中共中央华东局,完成了它全面领导山东抗战的历史使命,对抗日战争的胜利作出了重大贡献。论文采用文献分析、史论结合的研究方法,以山东革命历史档案等第一手资料为依据,对山东分局的创立过程、作用及领导方式进行了研究探讨。主要包括以下几个方面的内容：首先,对中国共产党在山东地区的组织建设进行了历史考察,阐释了山东分局成立的组织基础、过程及其对工作机构的调整。其次,分析了山东分局在中国共产党组织结构中的地位——既接受中共中央的领导又接受北方局的领导,阐明了分局通过先后建立十一个区党委形成的中国共产党在山东的组织系统。再次,研究了山东分局对山东抗战的全面领导,包括政治领导、抗日民主政权建设、文化建设和党群关系建设四个方面。最后,针对学界对山东分局研究的现状,重点分析研究了山东分局对抗战的领导方式。
[Abstract]:At the beginning of the War of Resistance against Japan, the Communist Party of China and the Kuomintang cooperated for the second time, established the anti-Japanese national United front and established the legal status of the Communist Party. In this context, the local organizations of the Communist Party of China developed rapidly. As a result, the CPC Central Committee began to set up new local offices to serve as the highest leading organ representing the Central Committee in guiding the work of the Party in various regions. The Shandong Branch of the CPC Central Committee during the Anti-Japanese War was established in December 1938. Its predecessor was the Shandong Provincial CPC Committee and the Jiangsu, Shandong, Henan and Anhui Border region Committee, which were established on May 1936 and May 1938 respectively. The establishment of provincial party organizations promoted the rapid development of local party organizations and grass-roots organizations. It provides a good organizational basis for the establishment of the Shandong Sub-Bureau. After the establishment of the Shandong Sub-Bureau, the Central Committee, acting on behalf of the Central Committee, guided all the work of the Party in Shandong with resolutions, guidelines and directives of the Central Committee. Actively develop positive interaction with other parties in Shandong, and achieve leadership over each region through the formation of district party committees. With the changes in the War of Resistance against Japan, the Shandong Branch Bureau, under the guidance and assistance of the CPC Central Committee, It further improved the construction of local party organizations and grass-roots party organizations, gradually gained the leading position of the integration of the party, government, and the military and the people in Shandong, and in fact formed the unified leadership situation of the Communist Party of China in Shandong. In September 1945, Shandong Branch was transformed into East China Bureau of the CPC Central Committee, which completed its historical mission of leading the War of Resistance against Japan in Shandong and made great contributions to the victory of the War of Resistance against Japan. The paper adopts the research methods of literature analysis and historical theory, based on the first-hand materials such as the historical archives of the revolution in Shandong, to the founding process of the Shandong Branch Bureau. It mainly includes the following aspects: firstly, it makes a historical investigation on the organizational construction of the Communist Party of China in Shandong, and explains the organizational basis of the establishment of the Shandong Branch. Second, it analyzes the position of the Shandong Branch in the organizational structure of the Communist Party of China-accepting both the leadership of the CPC Central Committee and the leadership of the Northern Bureau. This paper expounds the organizational system of the Communist Party of China in Shandong formed by the sub-bureaus successively through the establishment of eleven district party committees. Thirdly, it studies the overall leadership of Shandong sub-bureaus over the War of Resistance against Japan in Shandong, including political leadership and the construction of anti-Japanese democratic regimes. Finally, according to the current situation of academic research on Shandong sub-bureau, the paper focuses on the analysis and study of the leadership mode of Shandong sub-bureau against the Anti-Japanese War in the light of the four aspects of cultural construction and the construction of the relationship between the Party and the masses.
