民国吉敦铁路工程腐败案形成和被查过程研究

【摘要】:吉敦铁路是民国时期东北地方政府主持修建的一条从吉林省城至敦化县城的国有干线铁路,即吉长铁路延长线。在其筹划和建设期间,由于主政者张作霖抽条、挪用建设经费和主持者魏武英渎职,给满铁干扰和破坏铁路建设提供了机会,导致全线工程迟迟不能交付验收和开通。以张学良为首的东北地方政府对其调查后认定这是一起群体腐败窝案,进行了严厉查处。第一,该路工费奇昂,总用款至少超过同时在建的吉海等路410多万日元。第二,工程质量低劣,很多地段未达到正常行车要求。第三,工程经费管理混乱,往来账目被任意更改,虚构事实。东北地方政府查处吉敦铁路腐败案,在一定程度上打击、缓解了当时吉林及东北交通领域普遍存在的腐败问题,相应地净化了国家公务部门尤其是经济工程领域的工作环境,工程监督机制得以重视和贯彻,推进了1920年代最后几年的东北现代化建设进程,为当时和现今中国治理腐败问题提供了历史经验与教训。在一定程度上抑制了满铁的侵略活动,保证了此间铁路建设质量,完善了工程监督机制。
[Abstract]:The Jidun Railway was built under the auspices of the northeast local government in the Republic of China, a state-owned trunk railway from the city of Jilin Province to the county seat of Dunhua, that is, the extension line of the Ji-chang Railway. During the planning and construction of the railway, Zhang Zuolin, the leader of the government, drew the line. The misappropriation of construction funds and the malfeasance of Wei Wuying, the host of the construction, provided an opportunity for the Manchurian Railway to interfere with and destroy the railway construction. As a result of the delay in the acceptance and opening of the entire line project, the northeast local government headed by Zhang Xueliang, after investigating the project, decided that it was a mass corruption case and severely investigated and dealt with it. First, the road worker Fei Qiang, The total amount of money used exceeds at least 4.1 million yen in excess of the other roads, such as Jihai, which are under construction at the same time. Second, the quality of the project is poor and many areas do not meet the normal traffic requirements. Third, the management of project funds is chaotic, and the current accounts have been arbitrarily changed. Fictitious fact. The local government in northeast China investigated and dealt with the corruption case on the Jitton railway to a certain extent, which alleviated the widespread corruption problem in Jilin and Northeast China at that time. Accordingly, the working environment of the state public service departments, especially in the field of economic engineering, has been purified, and the project supervision mechanism has been attached importance to and carried out, thus promoting the process of the modernization of Northeast China in the last few years of the 1920s. It provided historical experience and lessons for China to deal with corruption at that time and today. To some extent, it restrained the invading activities of Manchu Iron, guaranteed the quality of railway construction here, and improved the supervision mechanism of the project.
