上海公共租界印度巡捕研究初探（1883-1930）

【摘要】：巡捕房作为上海公共租界的警务机构,对于维护租界秩序,保证城市正常运转起到了重要作用,同时也为国人认识西方近代警务管理打开了一扇窗口。本文以上海公共租界巡捕房印度巡捕为研究主体,侧重于工部局对印度巡捕的管理与控制,是作为上海公共租界警务管理的重要组成部分。第一章“巡捕房的建立与发展”,旨在明晰上海公共租界巡捕房的发展脉络。1854年上海英租界巡捕房的正式成立,标志着租界安全警备力量的初步建立。1863年,上海英美租界合并为“公共租界”(International Settlement)。随着租界面积的拓展,界内人口的增多,巡捕房渐渐壮大起来,巡捕的数量和人员构成均有扩展。1884年上海公共租界开始招聘印度巡捕。第二章“印捕的招募与管理”,阐述印度巡捕在上海公共租界的设立、招募、薪资待遇、升迁奖惩等人事管理具体事宜,从印度巡捕招募与管理中窥探工部局警务管理的内容。第三章“印捕的违纪与罢岗”,印捕的违纪记载并不少见,主要是：酗酒、上差瞌睡、殴打华人等,工部局将这些视为一般违纪事件；令工部局更为重视的是印捕的罢岗,印捕发生了四次罢岗事件,这些罢岗违背了工部局对印捕的首要规则——忠诚。本章通过梳理印捕的违纪与罢岗,分析工部局如何做出应对,实现对印捕有效控制的。第四章“印捕在华形象的塑造”,结合《申报》中有关印度巡捕的报道,初步考察印捕在华形象。从“阿三”称号延续至今,可以看到印度巡捕作为租界时代的标志之一,给国人留下了深刻的印象。这些印象虽然不乏印捕良好执勤的背影,但更多的记载是关于印捕在上海的种种不良行为：偷窃、诈欺、强奸等等。加之,印捕作为亡国奴来到上海租界充当外国人的警察,并能管理中国人,这在当时国人看来是一种侮辱,对待印捕愤怒、鄙视中带有同情。 “结语”在前文基础上,由印度巡捕的管理入手,试分析工部局警务管理的特点。
[Abstract]:As the police organ of Shanghai public concession, the cruise house plays an important role in maintaining the order of the concession and ensuring the normal operation of the city. At the same time, it also opens a window for the people of China to understand the modern police management in the West. This paper focuses on the management and control of the Indian police patrol by the Ministry of Industry, taking the Shanghai Public concession Patrol House as the main research subject. As an important part of Shanghai public concession police management. Chapter one, "Establishment and development of cruise houses", aims to clarify the development of Shanghai public concession cruise houses. The official establishment of Shanghai British concession cruise houses in 1854 marked the initial establishment of the security guard force in the concession area. In 1863, With the expansion of the concession area and the increase of the population within the boundary, the cruise houses gradually expanded, and the number and the composition of the policemen were expanded. In 1884, the Shanghai Public concession began to recruit Indian patrols. Chapter two, "recruitment and Management of Indian Patrol", expounds the establishment, recruitment, salary, promotion, reward and punishment of Indian patrol police in Shanghai public concession, and probes into the contents of the police management of the Ministry of Industry from the recruitment and management of Indian patrol. Chapter III, "Disciplinary violation and strike by Indian arrest", is not uncommon. It is mainly about alcoholism, sleeping on the job, beating the Chinese, and so on. The Bureau of the Ministry of Industry regards these incidents as a general violation of discipline; what makes the Bureau of the Ministry of Industry pay more attention to the arrest is the strike by the Indian arrest. This chapter analyzes how the Bureau of Industry can effectively control Indian arrest by combing the discipline and strike of Indian arrest. The fourth chapter, "shaping the image of Indian police in China", makes a preliminary investigation of the image of Indian police in China in combination with the report on Indian police patrol in the "declaration". From the "A San" title, we can see that the Indian police patrol is one of the symbols of the concession era. The Chinese people have been deeply impressed. Although these impressions are not lacking in the back of a good job, there are more records of the bad behavior of Indian arrests in Shanghai: theft, fraud, rape, and so on. Plus, Indian capture came to the Shanghai concession as a subjugated slave to serve as a police officer for foreigners and to manage the Chinese, which at that time was considered an insult, anger and sympathy in his disdain. On the basis of the above, the author tries to analyze the characteristics of the police management of the Ministry of Industry by starting with the management of Indian police patrol.
