民国时期的秤码纠纷及其裁断——以湖南省保靖县盐业档案为研究对象

【摘要】：湖南省保靖县秤码纠纷案发生于抗战危难之际,因自然原因导致的秤码失衡使得盐斤交接时,触及了保靖盐务支局与驻保川湘陆运大队之间的利益博弈,随后全国度量衡局介入此案的调查并做出最终裁断。通过厘清盐运纠纷案之发端及其做出最终裁断之情状观之,实乃折射出国民政府推行的国家统制论之舆论与践行使然,即是国民政府在特定的历史语境中以中央集权至上论为主导,对政治、经济与文化实现一统,集全国之力加速现代工业化进程,解决国内经济危机,实现政权统一之根本所在。
[Abstract]:The dispute over weighing codes in Baojing County, Hunan Province, occurred at the time of the crisis in the Anti-Japanese War. When the balance imbalance caused by natural reasons made the salt catty transfer, it touched the interest game between the Baojing Salt Bureau and the Baochuan and Hunan Land Transport Battalion. Then the National Bureau of weights and measures involved in the investigation of the case and made a final decision. By clarifying the origin of the salt dispute and its final judgment, it is the reflection of the national government's public opinion and practice of the national control theory. That is to say, the national government is leading the centralization of power in a specific historical context, unifying politics, economy and culture, accelerating the process of modern industrialization, resolving the domestic economic crisis and realizing the unification of political power.
