伪满时期东北高粱业研究（1932-1945）

【摘要】：高粱作为近代东北地区的重要粮食作物,是东北多数人民的主食,既可作为农畜饲料也可充当工业原料,在近代东北经济史上占有十分重要的地位。随着清末东北地区的开发和人口的不断增加,高粱业日益繁荣起来。但自九一八事变和伪满洲国的建立,日本帝国主义对我国东北实行统制政策,对高粱业的统制逐渐确立起来,打破了东北高粱业原有的发展模式,高粱种植业在曲折中发展。本文以伪满时期东北地区高粱业为主线,系统分析了沦陷期东北高粱业发展的进程,并对东北高粱业的发展作出评价。第一部分引用了大量的史料和史实分析伪满前期日伪对东北高粱业的调整与控制情况(1932~1938),回顾了九一八事变前东北高粱业发展的基本态势,分析了伪满初年日伪当局为恢复高粱生产和贸易的颓势而采取的一系列政策措施。第二部分系统分析了伪满后期高粱业全面统制的逐步确立(1939~1945),重点以“粮谷管理法”的颁布与实施、“兴农合作社”的设立及“出荷”制度的推行论述了统制政策的初步确立与实施(1939~1941),又从高粱的“强制增产”和“决战搜荷方案”的实施情况论述了太平洋战争爆发后高粱业统制政策的强制实施(1942~1945)。第三部分总结对伪满时期东北高粱业的相关评价,指出日本基本实现了对东北高粱业的控制,东北高粱种植业在曲折中缓慢增长以及东北农民生活困苦不堪等特征。
[Abstract]:Sorghum, as an important food crop in Northeast China in modern times, is the staple food of most people in Northeast China. It can be used not only as agricultural and animal feed but also as industrial raw material. Sorghum occupies a very important position in the economic history of Northeast China in modern times. With the development of Northeast China in the late Qing Dynasty and the increasing population, sorghum industry flourished. However, since the September 18th incident and the establishment of pseudo-Manchukuo, Japanese imperialism carried out the policy of controlling the northeast of China, and gradually established the control of sorghum industry, which broke the original development mode of sorghum industry in Northeast China, and the sorghum planting industry developed in twists and turns. Based on the main line of sorghum industry in Northeast China during the period of pseudo-Manchuria, this paper systematically analyzes the development process of sorghum industry in Northeast China during the period of enemy-occupied period, and evaluates the development of sorghum industry in Northeast China. In the first part, a large number of historical data and historical facts are cited to analyze the adjustment and control of sorghum industry in Northeast China by the Japanese and Japanese in the early period of puppet Manchuria. The basic situation of the development of sorghum industry in Northeast China before the September 18th incident was reviewed. This paper analyzes a series of policy measures taken by Japanese and puppet authorities to restore the decline of sorghum production and trade in the early years of puppet Manchuria.
