武昌起义后清政府起用袁世凯问题考述

【摘要】：武昌起义后,清政府仓促应对,为了化除日益紧迫的危机,多种举措并用。特别是在起用袁世凯一事上,备受瞩目。因出于袁世凯可能不愿复出的担忧,清廷做了一定的功课,进行多次筹商,无论是诏旨的拟定,还是人员选派布达,都颇费心思,但对袁世凯的信任有一个发展过程。袁世凯并非如传统观点认为的那样,与清廷讨价还价,甚至要挟清廷,不愿出山。而是应诏即起,此具见其公忠体国,敢于担当,但却在恪遵谕旨、迅赴事机上有所保留。
[Abstract]:After Wuchang uprising, Qing government rushed to deal with, in order to eliminate the increasingly urgent crisis, a variety of measures used. Especially in the beginning of the use of Yuan Shikai on the matter, a lot of attention. Because of the concern that Yuan Shikai might not want to return, the Qing government did some homework and carried out a number of procurements. Whether it was the preparation of the edict or the selection of personnel, Buda took great pains, but there was a process of development of the trust in Yuan Shikai. Yuan Shikai did not bargain with the Qing government, or even intimidate it, and refused to go out. But should be from, this public loyalty country, dare to bear, but in compliance with the oracle, go to the machine to have reservations.
