【摘要】：驻外领事的派设是晚清近代外交转型的必然产物。在中外关系发展变化的新形势下,随着外国在华设领及晚清驻外使臣的派驻,保护海外华工华商权益,与国际外交逐渐接轨的需要,以甲午战争为界限,清政府分层次、有重点地在海外设置了领事。由于驻外领事职能与工作性质的特殊性与重要性,清政府在选拔领事上以通晓洋务外情、务使“人地相宜”为基本指导思想,深深地影响了驻外领事群体构成与知识结构,并随时局与外交形势的发展,对领馆的人事机制、经费支销、领事间及使领间的权责关系逐步进行了厘定,使驻外领事馆更趋规范化、制度化。驻外领事在保护海外华人权益、吸引侨资拓展商务及推动中外文化交流方面展开了积极的实践,取得了一定的成效。领事机制的不断完善与领事实践的不断开展,驻外领事外交人员走向专业化、职业化,进一步推动了晚清外交的近代化。但在中国半殖民地半封建社会的历史背景下,晚清驻外领事机制尚不够完善,领事工作领域及其实践受到了很大的局限,然而筚路蓝缕,由此开创了近代中国外交的新局面,并为以后的领事工作提供了宝贵的经验与教训。

Because of the particularity and importance of the consular functions and the nature of the work abroad, the Qing government, in selecting consuls to know the foreign affairs of the foreign affairs, makes the "man and land appropriate" as the basic guiding ideology, deeply affects the composition and knowledge structure of the consular group stationed abroad, and the development of the Bureau and diplomatic situation at any time, the personnel mechanism of the consulate, and the funds. The power and responsibility relationship between the consular and the consular officers and the consular service has been gradually fixed, and the consulates stationed abroad are more standardized and institutionalized. The consulates stationed abroad have carried out active practice in protecting the rights of overseas Chinese, attracting overseas Chinese to expand business and promoting cultural exchanges between China and foreign countries. The achievements have been achieved. The continuous improvement of consular mechanism and consular practice But in the historical background of the semi colonial and semi feudal society of China, the consulate system in the late Qing Dynasty was not perfect, and the field of consular work and its practice had been greatly limited. The new situation of China's diplomacy has provided valuable experience and lessons for future consular work.
