解放战争时期华北人民政府的财政建设及其影响

【摘要】：随着中国共产党从局部执政向全国范围内执政转变,华北人民政府的财政工作也逐步由战时供给型向和平时期的建设型转变。在这一转变过程中,华北人民政府财政建设工作表现出财政工作机构逐步正规化、财政管理趋于集中化等特点。华北人民政府在财政工作方面的积极探索,既优化了财政收支结构又规范了金融秩序。这不仅为新中国财政工作的开展积累了丰富经验,而且为新中国财政制度的建立奠定了重要基础。
[Abstract]:With the transformation of the Communist Party of China from partial to nationwide, the financial work of North China people's Government has gradually changed from supply in wartime to constructive in peacetime. In the process of this transformation, the financial construction work of the North China people's Government shows the characteristics of gradual regularization of the financial work organization and centralization of the financial management. The active exploration of the financial work of the North China people's Government not only optimizes the structure of fiscal revenue and expenditure, but also standardizes the financial order. This not only accumulates the rich experience for the new China's financial work, but also lays an important foundation for the establishment of the new China's financial system.
