近代中国城市治理的困境:1946年上海摊贩事件再探

【摘要】：在近代城市摊贩治理中,市政当局一直在改善城市环境和顾及小贩民生之间做着两难选择。而在1946年上海摊贩事件中,这一问题却退居其次,以公司商号为代表的坐商与以流动摊贩为代表的行商之间的矛盾将事件推向前台。在战后特殊时代背景下,多种矛盾交织,使得城市摊贩治理问题变得更加复杂。国民政府市政当局治理摊贩政策朝令夕改,忽视民意,缺乏长远规划综合考量,最终发生危机。
[Abstract]:In the modern management of urban vendors, the municipal authorities have been making a dilemma between improving the urban environment and taking into account the livelihood of hawkers. However, in 1946, the problem of Shanghai vendors retreated to the next place, and the contradiction between the sitting merchants represented by the company firms and the traders represented by mobile vendors pushed the incident to the front stage. Under the background of the special era after the war, many kinds of contradictions interweave, which makes the problem of the management of urban vendors more complicated. The municipal government's policy of dealing with vendors changes day by day, neglects public opinion, lacks comprehensive consideration of long-term planning, and finally comes into crisis.
