集体化时期大型水利工程中的民工用粮——以河北省根治海河工程为例

【摘要】：在集体化时期开展的大型水利工程中,对民工用粮政策的调整成为影响工程进行的关键因素。以河北省根治海河工程为例,国家的粮食补助政策数度发生变化,成为反映当时政治背景和粮食状况的晴雨表。海河工地的粮食补助一度无法满足需要并影响到民工的身体健康,基层生产队逐渐承担了帮助工地解决粮食问题的重任,加重了农村负担。对民工用粮政策的调整再次反映出在统购统销体制下粮食供给以城市为中心的制度取向,并彰显出行政力量和意识形态的巨大作用和影响力,同时从一个侧面反映出国家与基层社会关系的本质。
[Abstract]:In the large-scale water conservancy project during the collectivization period, the adjustment of the grain policy for migrant workers becomes the key factor affecting the project. Taking the Haihe River Project of Hebei Province as an example, the national grain subsidy policy changed several times and became a barometer reflecting the political background and grain situation at that time. At one time, the grain subsidy of Haihe construction site could not meet the needs and affected the health of the migrant workers. The grass-roots production team gradually assumed the responsibility of helping the construction site to solve the food problem, which increased the burden on the rural areas. The adjustment of the grain policy for migrant workers once again reflects the urban-centered system of grain supply under the system of monopoly purchase and marketing, and highlights the enormous role and influence of administrative power and ideology. At the same time, it reflects the essence of the social relationship between the state and the grass roots.
