南京国民政府时期的政治宣传与乡村整合——以抗战前江苏省保甲宣传为例

【摘要】:政治宣传是国家和政党进行政治动员和整合社会的重要手段。在保甲制度推行过程中,为了消除民众对保甲的疑惧与抵制的情绪,强化其对保甲制度的信仰,达到乡村整合的目的,抗战前江苏省政府与教育团体运用了由宣传形式、宣传内容和宣传策略构成的宣传机制。该保甲宣传增强了民众对保甲制度的认知,有利于保甲制度的推行;同时,它也为政府官员等深入农村和了解农村提供了一种渠道,一定程度上改善了政府与民众的关系。此外,它还推动了民族国家意识在乡村社会的传播,为抗战动员作了心理准备。抗战前江苏省保甲宣传所面临的困境,正是近代以来国家权力扩张与社会经济结构之间矛盾的反映。
[Abstract]:Political propaganda is an important means of political mobilization and integration of the state and political parties. in that course of the implementation of the guarantee system, in order to eliminate the suspicion and the resistance of the people to the guarantee, to strengthen their faith in the system of guarantee and to achieve the purpose of the whole country, the provincial government and the educational group before the war of resistance have used the propaganda form, (b) The advocacy mechanism of information and advocacy strategies. It has enhanced the public's awareness of the system, which is in favor of the implementation of the system. At the same time, it also provides a channel for government officials, such as government officials, to improve the relationship between the government and the people. In addition, it has also promoted the dissemination of the national consciousness in the rural society, and made a psychological preparation for the mobilization of the anti-Japanese war. The dilemma of the propaganda of Baojia in Jiangsu Province before the Anti-Japanese War is the reflection of the contradiction between the state power expansion and the social and economic structure since the modern times.
