赵尔巽与清政府日俄战争善后

【摘要】：面对两强邻在自己的领土上兵戎相见,清政府在"局外中立"的同时积极预筹战争善后,选定赵尔巽接任盛京将军负责善后地方事务。留守陪都期间,赵尔巽将消除战争影响与改革地方的目标有机整合,除赈济难民与对日交涉之外,改革行政、整顿财政金融、发展经济、兴办新式教育,各项改革整顿举措兼具善后与新政的双重功用。战争善后使几经兵燹的奉天地方从战争的创伤中迅速恢复,对于稳定日俄战后奉天政局以及维护国家主权具有重要意义;各项新政举措则顺应了社会发展趋势,有力地推动了奉天地方的近代转型,又为继起的东三省改制奠定了一个坚实的基础。
[Abstract]:In the face of the confrontation between the two strong neighbors in their own territory, the Qing government actively prefinanced the aftermath of the war while being "neutral outside the bureau," and chose Zhao Erxun to take over as General Sheng Jing in charge of local affairs. During his stay in the capital, Zhao Erxun will organically integrate the influence of the war and the goal of reforming the localities. In addition to providing relief to refugees and negotiating with Japan, he will reform the administration, rectify finance and finance, develop the economy, and set up new education. All the reform and rectification measures have the dual functions of rehabilitation and the new policy. It is of great significance to stabilize the political situation of Japan and Russia after the war and to safeguard national sovereignty, while the new policy measures conform to the trend of social development, effectively promote the modern transformation of Fengtian place, and lay a solid foundation for the following reform of the three eastern provinces.
