浅析近代海关的文档管理制度及其特征——以粤海关税务司署档案为中心

【摘要】:近代海关实现了从文件到档案的一体化管理。首先,总税务司署对文档的制成和书写材料集中采购,规范文本格式,形成了统一的印刷和出版制度。其次,建立文件登记制度,登记簿详细登记了文件的来往渠道、日期、内容等多方面的信息。第三,建立归档制度,该流程包括存档、立卷、列号、建立索引、确立档案保存年限等方面内容。第四,文档的开放与保密制度同时存在,出版物根据类别的不同或向全世界开放或仅在海关内部层级开放,档案实行严格的保密管理制度。总之,近代海关的文档管理制度推动了该机构行政效率的提升,表现出了系统性和有效性特征。
[Abstract]:The modern customs has realized the integration management from the file to the file. First of all, the Office of the General Tax Department sets up a unified printing and publishing system for the production of documents and the centralized purchase of the written materials and the standardized text format. Secondly, the document registration system is established, and the register details the information about the channels, dates, contents and so on of the documents. Third, the filing system is established, which includes the contents of archiving, standing volume, column number, setting up index, setting up file storage life, and so on. Fourth, the opening and keeping system of the document exists at the same time, and the publication is open only at the internal level of the customs according to the different categories or to the whole world or only at the internal level of the customs, and the archives implement the strict confidentiality management system. In conclusion, the document management system of modern customs has promoted the improvement of the administrative efficiency of the institution, showing the characteristics of systematicness and effectiveness.
