杨增新治新实践与中国传统文化

【摘要】：中国传统文化,尤其是儒家思想,贯穿于杨增新治新实践的方方面面。其中在协调中央与地方关系,强化地方行政制度以及处理新疆内外关系上表现尤为明显。杨增新秉持传统的“大一统”思想,坚持“认庙不认神”,在维护国家统一的前提下,充分发挥地方的主动性,通过理清内部的行政隶属关系和强化县治,实现新疆内部的一统,对于维护国家领土和主权的完整具有重要的现实意义;在民生建设方面,杨氏通过“开源节流”和改良吏治,缓和社会矛盾,以改进民生;在对外关系上,杨氏秉持“中庸之道”,最大限度的维护国家利益,减轻外部势力对新疆的危害,实现新疆境内的“攘外”和“安内”,保障了边疆的稳定与发展。总之,杨增新通过对传统文化核心思想的卓越把握,维护了国家和地方的利益。
[Abstract]:Chinese traditional culture, especially Confucianism, runs through every aspect of Yang Zengxin's practice of new governance. The strengthening of the local administrative system and the handling of internal and external relations in Xinjiang are particularly evident. Yang Zengxin adhered to the traditional idea of "unifying the whole country", insisted on "recognizing temples and not admitting gods," and, on the premise of safeguarding the unity of the country, fully brought into play the local initiative. It is of great practical significance to maintain the integrity of national territory and sovereignty by clarifying the internal administrative subordination and strengthening county administration, and to realize the unification of Xinjiang. In the construction of people's livelihood, Yang has adopted "opening up sources of income and reducing expenditure" and improving the administration of officials. To ease social contradictions in order to improve the people's livelihood; in foreign relations, Yang upholds the "golden mean" principle, maximizes the protection of national interests, and mitigates the harm caused by external forces to Xinjiang. In a word, Yang Zengxin maintained the national and local interests by mastering the core thoughts of traditional culture.
