民国时期新疆俄属中亚难民的安置和遣返

【摘要】：1916年俄国中亚起义导致了大批俄国哈萨克族、布鲁特族等大批难民逃入新疆。通过对俄属中亚难民逃入新疆的背景、进入新疆的原因以及新疆地方政府处理难民的措施的分析,可知民国时期俄属中亚大批难民涌入新疆,直接影响到新疆的社会稳定和边疆的安全,引起新疆地方政府的高度重视;以杨增新为首的新疆地方政府,对涌入新疆的俄属中亚难民进行比较稳妥的安置和遣返,维护了当时新疆的边境安全和社会稳定。
[Abstract]:Russia's Central Asian uprising in 1916 led to a large number of refugees, including Kazakh and Bulut, who fled to Xinjiang. Through the analysis of the background of the Russian refugees from Central Asia fleeing into Xinjiang, the reasons for the entry into Xinjiang and the measures taken by the local government in Xinjiang to deal with the refugees, we can see that during the period of the Republic of China, a large number of refugees from the Russian Central Asia poured into Xinjiang It has a direct impact on the social stability of Xinjiang and the security of the border areas, and has aroused the great attention of the local governments in Xinjiang. The Xinjiang local government, headed by Yang Zengxin, has carried out relatively safe resettlement and repatriation of the Russian refugees from Central Asia who have poured into Xinjiang. Maintain the border security and social stability in Xinjiang at that time.
