二十世纪五六十年代四川茶叶生产与发展研究

【摘要】:四川,是我国、也是世界茶树发源地之一。早在西周时期,四川便已经开始人工栽培茶树、生产茶叶了;西汉时期,四川茶叶开始成为一种重要的商品物质在市场上流通;唐宋时期,是四川茶叶生产发展的鼎盛时期,产量位居全国第一;后经明清时期的缓慢发展,四川茶叶生产开始逐步下降;至民国,四川茶叶生产发展处于衰落时期;新中国成立前夕,四川茶叶生产已极度衰落,降到了历史最低点。 中华人民共和国成立后,人民政府十分重视四川茶叶生产的恢复与发展工作。中华人民共和国成立初期,为了恢复四川省茶叶生产,党和人民政府在政治、经济及生产技术等方面采取了一系列措施,加强了对四川省茶叶生产的政治领导、经济扶持和技术指导等,迅速恢复了四川省的边茶、红茶及绿茶(在本文主要是指名茶)生产。到1956年农业合作化运动时,四川省茶叶产量达三十三万担,超过历史最高生产水平。 二十世纪五十年代后期至六十年代中期,四川省茶叶生产本应在中华人民共和国成立初期恢复的基础上继续发展;可是,四川省茶叶生产却处于发展缓慢甚至停滞状态。其中固然有自然灾害影响等不可抗拒的因素,但是,更多地在于当时人民政府在政治指导上的失误,片面强调“以粮为纲”指导思想的结果,未能正确处理好粮食生产与茶叶生产二者间的关系。 本文主要论述了中华人民共和国成立初期四川在恢复茶叶生产方面所采取的措施及其取得的成效,同时也分析了二十世纪五十年代后期至六十年代中期四川省茶叶生产发展的现状及存在的问题。通过对比研究,得出了“人民政府
[Abstract]:Sichuan is one of the birthplaces of tea trees in China and the world. As early as the Western Zhou Dynasty, Sichuan began to artificially cultivate tea trees and produce tea; during the Western Han Dynasty, Sichuan tea began to circulate in the market as an important commodity; and in the Tang and Song dynasties, it was the heyday of Sichuan's tea production and development. After the slow development of the Ming and Qing dynasties, Sichuan tea production began to decline; by the Republic of China, Sichuan tea production was in decline; on the eve of the founding of New China, Sichuan tea production had been extremely declining. Down to the lowest point in history. After the founding of the people's Republic of China, the people's Government attaches great importance to the restoration and development of Sichuan tea production. In the early days of the founding of the people's Republic of China, in order to restore tea production in Sichuan Province, the party and the people's government took a series of measures in the political, economic and technological fields, and strengthened their political leadership over tea production in Sichuan Province. Economic support and technical guidance have rapidly restored the production of border tea, black tea and green tea in Sichuan province. By 1956, the agricultural cooperative movement, Sichuan tea production reached 330000, exceeding the highest production level in history. From the late 1950s to the mid-1960s, Sichuan tea production should continue to develop on the basis of the early restoration of the people's Republic of China, but the tea production in Sichuan Province is in a state of slow development or even stagnation. Of course, there are irresistible factors such as the influence of natural disasters, but more is due to the mistakes made by the people's governments in political guidance at that time and the one-sided emphasis on the guiding ideology of "taking grain as the outline." The relationship between grain production and tea production has not been properly handled. This paper mainly discusses the measures taken in the early years of the founding of the people's Republic of China in restoring tea production in Sichuan and the results achieved. At the same time, the present situation and problems of tea production and development in Sichuan Province from the late 1950s to the middle of 1960's were analyzed.
