[Abstract]:Just before the Japanese-Russian war, Russia signed the Treaty of Lease between China and Russia in 1898 with the Qing government, and Russia will "rent" the Leighton Bay. Dalian Bay (that is, the area south of the line from Prandon to Pusi Wo on the Liaodong Peninsula and the affiliated area of the East Qing Railway) is called "Guandong Prefecture". In 1899, there were three commissioners of civil affairs, foreign affairs and finance, who were higher than the general administrative officials, and carried out colonial rule in Guantong prefecture under the Royal decree of the Tsar of Guantong, which was established by the Governor-General's House of Guanton for colonial rule.
