秦县中的史类吏员研究

【摘要】：在秦县中存在着大量以"某史"为官称的吏员,他们是活跃于秦县行政第一线的书记小吏。秦以官文书为行政运转的必要渠道,这些史类吏员则以官文书之书写、制作与保管为其基本职能。不仅如此,由于县中的长吏们往往因政务繁多而无暇事必躬亲,面对官文书所涉事项,他们往往会令"某史"们调查事态。这使史类吏员广泛参与了秦县的治理,从而获得了衍生性职能。至于"某史"们何以能适应官文书的不断流转,其职业素养或许是一个重要原因,而此种素养是在其以史学童的身份学习行政文字时逐渐形成的。在一定程度上,秦的文书行政就是官文书、史类吏员及行政文字的合成物。
[Abstract]:There are a large number of officials in Qin County, who are active in the first line of administration of Qin County. Qin took official documents as the necessary channel for administrative operation, and these officials took official documents as their basic functions. Not only that, because the county officials often have too much to do, they often ask "some history" to investigate the situation in the face of the matters involved in official documents. This makes the history of officials widely participate in the governance of Qin County, thus obtaining derivative functions. As for how "a history" can adapt to the continuous circulation of official documents, its professional accomplishment may be an important reason, and this kind of literacy is gradually formed when they study administrative writing as a history boy. To a certain extent, Qin's clerical administration is a combination of official documents, history clerks and administrative characters.
