【摘要】：明清时期是中外海洋经济大发展时期，也是中外海洋社会大碰撞时期，中国迈向海洋，沿海渔民是开路先锋。作为海洋经济的基础，海洋渔业发展与沿海社会稳定互为因果，相互影响。而浙江海洋渔业经济发展的形态更具有代表性。从国家对浙江海洋渔业发展管理制度的角度，不仅可以弥补渔业经济史料的不足，而且会让我们更能把握浙江海洋渔业经济发展的特点。海洋渔业资源的公共性和生产的集体性，使任何时期的政府在管理海洋渔业方面面临诸多挑战和机遇。本文从国家管理制度的角度出发，在对浙江海洋渔业生产进行整体把握的基础上来讨论明清中央和浙江地方政府出台的一系列海洋渔业制度与海洋渔业经济发展之间的关系。主体共分四章，主要解决三个问题：一是浙江海洋渔业制度包含哪些内容；二是浙江海洋渔业制度的演变路径及影响因素；三是浙江海洋渔业制度的实施对地方海洋渔业经济发展特别是渔业中介组织的影响。正文第一章是对明清时期浙江海洋渔业生产状况的整体把握，其后三章则分别回答以上三个问题。浙江海洋渔业制度的内容。通过对明清时期从中央到地方所出台的海洋渔业制度的整体分析，可以发现，其内容与政府对内地农民的管理制度既有共同之处，又有自身特点。浙江海洋渔业制度按照其实施客体，可分为对渔民、渔船和渔业区域的管理制度，每项制度下面又可加以细分。渔业制度的演变路径与影响因素。对浙江海洋渔业制度进行横向分析我们可以看到其不同实施客体，而进行纵向分析，通过统计工具，按照时间顺序对制度出台的时间进行统计的话，我们可以发现浙江海洋渔业制度的变化有非常明显的分期。通过对其中五个时期内浙江海洋渔业制度变化的分析，我们发现，海洋气候的变化、浙江沿海经济的发展及政治军事冲突对浙江海洋渔业制度的影响是非常明显的。这些因素在这五个时期内单独、同时或者交替出现，影响着浙江海洋渔业制度的走向。渔业制度与经济发展。一般而言，制度的产生要晚于经济的发展，但制度生成之后对经济的促进作用是不言而喻的。浙江海洋渔业行帮组织从渔帮到公所，从渔团到渔业公司的每一次变革当中，海洋渔业制度的规范作用无疑起到了非常大的作用。作为渔业非正式组织的行帮，，在国家海洋渔业正式制度的扶持下逐渐发展壮大，行帮的升级对海洋渔业经济的发展无疑是非常有利的。浙江海洋渔业制度通过行帮组织影响渔业生产方式及其规模。在国家大力发展海洋经济的今天，对中国海洋史的研究变得极为重要和紧迫。海洋渔业史的研究受制于资料匮乏，一直是海洋史研究的薄弱环节。本文对于中国海洋史研究而言，具有补白意义。其次，本文从渔业生产、制度发展、渔业中介组织等角度，运用海洋生物学、制度经济学和管理学等学科理论进行新的探究，以求打开中国海洋史研究的新视野。此外，本文根据历史发展而总结出来的有关浙江海洋渔业经济发展的特点，对当代政府海洋渔业管理制度的出台和实施有非常重要的参考价值。
[Abstract]:The period of Ming and Qing Dynasties is a period of great development of the Chinese and foreign marine economy , and it is a pioneer in the development of marine fishery in China and abroad . As the foundation of the marine economy , the development of marine fishery and the stability of the coastal society are the cause and effect , and the development of marine fishery economy in Zhejiang is more representative .

From the perspective of the national management system , this paper discusses the relationship between the marine fishery system and the economic development of marine fishery in the central and Zhejiang provinces of Ming and Qing , based on the overall understanding of the production of marine fishery in Zhejiang Province .
Second , the evolution path and influencing factors of Zhejiang ' s marine fishery system ;
