辽代节镇体制与地方监察

【摘要】：辽代节镇除本州外,亦下辖支州。节度使通过带本州刺史衔管理本州,同时加观察使衔统领支州。辽代实行的是中央—节镇—州—县的管理体制,节镇为辽代最高一级地方行政区划。辽代节度使所带观察处置使、御史台官等结衔,皆是节度使监察权的体现。节度使以下,节镇内部由判官、孔目官、录事参军等具体负责监察事务。辽代节镇内部设置的判官分为节度判官、观察判官、军事判官三种类型。由观察判官负责考课下属,节度判官、军事判官负责监察司法审判,孔目官负责勾稽文案,从而达到监察政务的目的。地方监察事务在节镇一级基本可以得到解决,节镇是辽代地方监察中最为重要的一环。辽代节度使总揽辖区内行政、监察、经济、军事等权力,为防止出现唐末五代地方割据情况,辽朝中央采取了诸多措施。辽朝在节镇之上设置更高一级的监察区,后由于监察区与军事区、经济区之间存在重叠,使得辽代已经开始逐渐孕育出一种钱粮兵谷合一的大的行政区划。这与金代的路—节镇—州—县四级体制,宋代的路—州—县三级体制,共同奠定了元代行省制度的基础。
