【摘要】：“遣使循行”即皇帝因事需要临时派遣使者出使地方。它起源于周天子遣使“采诗”以观风俗之制,历经春秋战国和秦朝的发展演变。及至汉代,“遣使循行”作为一项临时性的政治制度,弥补了国家行政方面的不足。两汉循行的次数与频率有着不固定性,其中,某些朝代出现循行的空白和断点,这与当时社会的政治状况密切相关。汉代遣使循行的内容十分广泛,如览观风俗、推广教化、问民疾苦、监督吏治、赈济灾害等,在汉代社会生活中发挥了重要作用。由于中央与地方的矛盾作为中央集权制下的基本矛盾之一,为寻求二者之间的适度与平衡,历朝历代的统治者都进行了不懈探索,而遣使循行成为中央监察地方的有效方式;受儒家经学的影响,汉代的遣使循行有着浓厚的儒学色彩。该制度在汉代渐趋成熟,已有一套较为完整的运作方式。汉代的遣使循行之制对汉代的政治生活以及后世的政治制度都产生了深远的影响。但它也存在着增加地方负担、弄虚作假、伪造歌谣等缺陷,我们应辩证地看待它的影响。
[Abstract]:The emperors sent messengers to the place temporarily because of the need of the emperor. It originated from the system of custom in the collection of poetry by the emperor of Zhou, and it underwent the development and evolution of the Spring and Autumn period and the warring States period and the Qin Dynasty. As a temporary political system, Han Dynasty made up for the deficiency of state administration. The frequency and frequency of the Han Dynasty were not fixed, among which, some dynasties appeared blank and breakpoints, which was closely related to the political situation of the society at that time. The content of the Han Dynasty sent along the line is very extensive, such as viewing customs, popularizing education, asking people for suffering, supervising the administration of officials, and providing relief to disasters, which have played an important role in the social life of the Han Dynasty. As one of the basic contradictions under the centralization system, the rulers of successive dynasties have made unremitting explorations to seek the moderation and balance between the central authorities and the local governments, and have made it an effective way for the central government to supervise the local areas. Influenced by Confucian Confucian classics, the Han Dynasty sent a strong Confucian color. The system matured gradually in the Han Dynasty and had a relatively complete operation mode. The political life of Han Dynasty and the political system of later generations had a profound influence on the system of moving along the lines of the Han Dynasty. But it also has some defects, such as increasing local burden, falsifying and falsifying ballads, so we should treat its influence dialectically.
