金代致仕问题研究

【摘要】：退休,在古代称“致仕”。致仕在官僚机构的运转、办事效率、人员更替方面发挥着举足轻重的作用。灭亡辽、宋后,金对辽、北宋的致仕政策进行总结,创建了具有本民族特色的致仕政策。关于金代致仕的研究,学界多集中在致仕年龄界定、致仕经济待遇分析等方面,对于致仕其他方面的研究并不深入。本文另辟蹊径,从金代的致仕诏令与致仕年龄、致仕待遇以及致仕生活三个方面对金代致仕问题做进一步细致的研究。本文将金代致仕诏令从致仕年龄及致仕待遇的研究中剥离出来,单独展开论述,并将致仕诏令与官员实际致仕年龄进行对比,分析得出金代致仕年龄的特殊之处。金代致仕诏令最早出现在金熙宗时。熙宗皇帝对金代致仕官员的领俸品级及俸禄待遇进行了详细规定。世宗、章宗对致仕诏令进行了细致补充,使金代致仕诏令趋于完备。金代在承袭前代致仕年龄规定的基础上,根据当时国情进行创新,使官员致仕年龄呈现一定“弹性”特征。本文对金代官员致仕后的待遇进行了详细探讨。官员致仕待遇主要包括政治待遇、经济待遇以及丧葬待遇。政治待遇主要有加官晋爵,恩荫子孙、封赠亲属;经济待遇主要包括给俸禄和给予赏赐;丧葬待遇包含遣使治丧,辍朝及赙赠等。金代官员致仕后往往有三种去向:一是返回原籍;二是留居京师;三是徙居他处。本文从官员自身情况、当时国家形势、皇帝个人喜恶及城市经济发展等方面具体分析了官员的致仕去向。官员致仕后的生活丰富多彩:有的游山玩水,放松心情;有的读书,以教育子孙为乐;还有的参与宗教相关活动;等等。
[Abstract]:Retirement, in ancient times known as "official." It plays an important role in the operation of bureaucracy, efficiency and turnover of personnel. After the death of Liao and Song dynasties, Jin summed up the official policy of Liao and Northern Song dynasties, and created the official policy with its own national characteristics. On the Jin Dynasty, scholars mostly focus on the definition of the official age, the analysis of the economic treatment of the official, and so on, but the research on the other aspects is not in-depth. This paper makes a further detailed study on the issue of official appointment in Jin Dynasty from three aspects: the imperial edict and the age of the official, the treatment of the official and the life of the official. In this paper, the imperial edict of the Jin Dynasty is separated from the study of the age and treatment of the official, and it is discussed separately, and compared with the actual age of the official, the special features of the age of the official in the Jin Dynasty are analyzed. The imperial edict of Jin Dynasty first appeared in Jin Xizong. Emperor Xizong made detailed regulations on the rank of salary and salary treatment of the officials in the Jin Dynasty. Shizong, Zhang Zong made a detailed supplement to the imperial edict, which made the imperial edict perfect. On the basis of inheriting the regulations of the age of official, the Jin Dynasty innovated according to the national conditions at that time, which made the official's age of official show certain "elastic" characteristic. This article makes a detailed discussion on the treatment of officials in Jin Dynasty. Official pay mainly includes political treatment, economic treatment and funeral treatment. The political treatment mainly includes the addition of the official Jin-jue, the son of Yan Yin, and the bereavement of relatives; the economic treatment mainly includes salary and reward; the funeral treatment includes sending the bereavement, dropping out of the court and giving it to the family and so on. Officials in Jin Dynasty often go to three places: return to their places of origin, stay in Beijing, and emigrate. In this paper, the author analyzes the official's future in terms of the official's own situation, the state situation, the emperor's personal likes and dislikes, and the development of the city economy. Officials after the official life rich and colorful: some scenery, relax mood; some reading, to educate their children, others to participate in religious activities; and so on.
