两汉官吏病假制度探略

【摘要】：两汉时期官吏的人事管理中已经形成了较为完整、严格的病假制度。官吏请病假称为"移病",请假、销假均有规定。一般的短期病假并无日数限制,但需用休息日抵偿;长期病假则不可超过三个月,否则即应免职。如三月病假期满而未愈,可以经皇帝赐告进行续假。"赐告"由人主好恶所决定,或作为一种福利赐予高级官吏、天子近臣,或赐予具有特殊社会地位、拥有较高社会声誉的官吏以体现王朝的褒奖,因此只可看作惯例之一种,而非法令之必然。而就病假赐告的休假地点而言,自成帝时郡国内薪俸二千石的高级官吏赐告之后不可归乡,其他官吏理论上则可"带印绶,将官属"以归,但对于无实权的冗散官吏而言,实应无官属可将。
