【摘要】：随着数字化和网络化等现代信息传播技术的发展,各种形式的数字化新业态信息传播方式不断涌现。特别是在科研成果的传播方面,传统的学术期刊出版形式面临着严峻的挑战。学术期刊在从传统模式向现代传播转变的过程中,必须面对和解决一系列深层次问题,从编辑主体到编辑客体,从编辑理念到编辑流程,从作者到读者,从评价到运营等等,归结起来主要体现在两个方面,即如何对学术期刊质量进行综合评价和如何建立新的管理模式。这正是本文的研究重点。本文针对传统学术期刊、电子期刊和和OA等类型的期刊,通过综合运用文献调研方法、文献计量学方法、网络计量学方法、比较分析方法、数学建模方法、数据挖掘与可视化方法以及实证分析等方法,重点研究了学术期刊的综合评价体系和管理创新体系构建两大问题。本文绪论部分对国内外学术期刊评价的历史、现状、特点和存在的问题进行了扫描。正文中,首先梳理和识别了学术期刊的相关概念,包括学术期刊的内涵与特点、学术期刊评价的内涵和发展,以及学术期刊的作用、类型、原则、内容与体系,学术期刊管理的内涵与内容,进一步分析了学术期刊评价与管理之间的关系。其次,本文阐述了4个相关理论：学术期刊质量理论、学术期刊效率理论、学术期刊评价理论与模型、学术期刊管理理论与模式。围绕此4个相关理论,本文阐述了评价指标体系构建的一般方法,阐述了国内外现有学术期刊评价标准、指标体系和体系特征,分析了我国现有学术期刊评价体系在评价标准、评价观念、评价实践、评价体系四个方面存在的问题,以及提出问题解决的对策和措施；提出了学术期刊评价指标体系构建的量化原则、随机分布原则、认同原则、核心要素原则、分类和可比原则；分析了学术期刊评价指标体系的层次结构,包含基于多视角,基于指标数量,基于质量要素的三种指标体系层次结构。在认识学术期刊评价指标体系构建方法的基础上,分别构建了基于质量与效率的传统学术期刊、电子学术期刊和开放存取期刊的评价指标体系,并且从4个方面进行了基于质量与效率的学术期刊评价实证研究。在此基础上,本文重点研究了学术期刊质量控制与动态管理机制,阐述了三种期刊的质量控制与动态管理机制的内涵以及机制的构成要素,从质量评价管理利益相关者角度进行分析,根据三种期刊编辑出版基本流程,分别设计三种期刊的质量控制与动态管理模型。最后构建了基于质量和效率学术期刊评价体系以及基于质量和效率的学术期刊管理创新体系,分为两个子系统,共包含7个一级指标和21个二级指标。
[Abstract]:With the development of modern information communication technology, such as digitization and networking, various forms of digital new forms of information dissemination have been emerging, especially in the dissemination of scientific research results. The traditional publishing form of academic journals is facing a severe challenge. In the process of changing from traditional mode to modern communication, academic journals must face and solve a series of deep-seated problems, from editing subject to editing object. From the editorial concept to the editing process, from the author to the reader, from evaluation to operation and so on, it can be summed up in two aspects. That is, how to comprehensively evaluate the quality of academic journals and how to establish a new management model. This is the focus of this paper. This paper aims at traditional academic journals, electronic journals and OA and other types of journals. Through the comprehensive use of literature research methods, bibliometrics methods, network metrology methods, comparative analysis methods, mathematical modeling methods, data mining and visualization methods and empirical analysis methods. This paper focuses on the comprehensive evaluation system of academic journals and the construction of management innovation system. The introduction part of this paper is about the history and current situation of the evaluation of academic journals at home and abroad. In the main body, we first sort out and identify the related concepts of academic journals, including the connotation and characteristics of academic journals, the connotation and development of evaluation of academic journals. And the role, types, principles, content and system of academic journals, the connotation and content of academic journals management, and further analysis of the relationship between the evaluation and management of academic journals. This paper expounds four related theories: academic periodical quality theory, academic journal efficiency theory, academic periodical evaluation theory and model, academic journal management theory and model. This paper expounds the general method of constructing the evaluation index system, expounds the evaluation standards, index systems and system characteristics of the existing academic journals at home and abroad, and analyzes the evaluation standards of the existing academic journals evaluation system in China. Evaluation concept, evaluation practice, evaluation system of four aspects of the problems, as well as put forward the solution of the problem and measures; The quantitative principle, random distribution principle, identity principle, core element principle, classification and comparable principle of the evaluation index system of academic journals are put forward. This paper analyzes the hierarchical structure of the evaluation index system of academic journals, including the number of indicators based on multiple perspectives. On the basis of understanding the construction method of evaluation index system of academic journals, the traditional academic journals based on quality and efficiency are constructed respectively. The evaluation index system of electronic academic journals and open access journals is discussed, and an empirical study on the evaluation of academic journals based on quality and efficiency is carried out from four aspects. This paper focuses on the quality control and dynamic management mechanism of academic journals, expounds the connotation of the quality control and dynamic management mechanism of the three journals and the constituent elements of the mechanism. From the perspective of quality evaluation and management stakeholders, according to the basic process of editing and publishing of three kinds of periodicals. Finally, the evaluation system of academic journals based on quality and efficiency and the innovation system of management of academic journals based on quality and efficiency are constructed, which are divided into two subsystems. A total of 7 primary indicators and 21 secondary indicators.
